CITY COUNCIL WORK SESSION <br />JOINT MEETING - 2040 COMPREHENSIVE PLAN March 5, 2019 <br />DRAFT <br />44 Mayor Reinert noted he believed it would be helpful to developers to have specific <br />45 parameters of what can and cannot be done of the piece of land. Mr. Grochala noted that <br />46 zoning classifications provide that guidance to developers. <br />47 <br />48 Mr. Stoesz asked if we can require developers to be required to use visuals. Mrs. Lindahl <br />49 noted visuals were common for large developers but could be a barrier for homeowners <br />50 or small businesses. <br />51 <br />52 Chair Tralle noted that he found the PUD to be an effective tool for the Planning and <br />53 Zoning Board because it allows the board to get the best proposals possible for the City. <br />54 <br />55 Mr. Laden noted that master planning and planning studies have benefited the City. He <br />56 inquired if there would be master plans for other areas of the City. Mr. Grochala noted <br />57 that the City is broken into different areas in the Comprehensive Plan and the <br />58 implementation section is meant to be a work plan for each area. <br />59 <br />60 Mr. Stoesz asked if any of the surrounding cities were measuring park usage. Mr. <br />61 Grochala noted that consumer surveys are the best way to understand park usage. Staff <br />62 discussed observed park usage trends in Lino Lakes. <br />63 <br />64 Mrs. Peacock asked if there were guidelines for which areas can have bike lanes. Mr. <br />65 Grochala explained the link and connection of trails through the city trails. <br />66 <br />67 Mr. Ruhland asked if there is a vetting process for developers. Mr. Grochala stated that <br />68 there is not a vetting process unless the City has dollars in the project. <br />69 <br />70 Mr. Grochala explained the escrow dollars are required by developers. <br />71 <br />72 Chair Tralle expressed concern around a specific development and its residents not <br />73 receiving their mail. <br />74 <br />75 Mayor Reinert expressed his appreciation for the staff s work on the Comprehensive <br />76 Plan, <br />77 <br />78 Staff unanimously voted to have a public hearing regarding the Comprehensive Plan in <br />79 April. Next steps for the Comprehensive Plan will include: <br />80 April 1 Oth — Planning and Zoning board meeting, Public Hearing <br />81 May 6th and May 131h — City Council to approve for comment <br />82 November and December — Submit to Met Council <br />83 Final adoption 2020 <br />84 <br />85 The meeting was adjourned at 7:29 p.m. <br />86 <br />87 These minutes were considered, corrected and approved at the regular Council meeting <br />88 held on March 25, 2019. <br />
