CITY COUNCIL WORK SESSION <br />March 4, 2019 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE :March 4, 2019 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 9:10 p.m. <br />7 MEMBERS PRESENT :Council Member Rafferty, <br />8 Manthey, Stoesz and Mayor Reinert <br />9 MEMBERS ABSENT :Council Member Maher <br />10 <br />11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson; Community Development Director Michael Grochala; City Planner Katie <br />13 Larsen; Public Services Director Rick DeGardner; City Engineer Diane Hankee. <br />14 1. 12th Avenue Trail —City Engineer Hankee noted that the council is considering a <br />15 trail connection in this area as requested by area residents. Based on preliminary design <br />16 work and meeting with property owners in the area, options have been identified: east <br />17 side with existing ditch system; east side with adding curb and gutter along 12th Avenue; <br />18 and west side at 12�' Avenue. Staff did engage residents in establishing these options and <br />19 on drainage issues. Ms. Hankee noted cost estimates and said that staff would like to <br />20 discuss financing options with the council; staff is recommending that the council <br />21 consider funding as part of 2020 budget discussions. <br />22 <br />23 Council Member Manthey remarked that he appreciates the willingness of the property <br />24 owners to get this project done. The cost has come in higher than expected. <br />25 <br />26 Mayor Reinert asked if there is any other work in that area in the foreseeable future and <br />27 Community Development Director Grochala said nothing with the street there; something <br />28 further down. The council will have to discuss this project as part of next year's budget. <br />29 <br />3o Council Member Rafferty remarked that the situation is unique; there's traffic and speed <br />31 and a safety situation that has been brought to the council's attention. <br />32 <br />33 A resident noted that getting to the park is a big part of the situation but there are also a <br />34 lot of people walking dogs; she noted also that there is quite a drop off. <br />35 <br />36 Council Member Stoesz asked if it would be feasible to make the shoulder of the road <br />37 wider as a temporary project. Ms. Hankee said that was considered but wasn't identified <br />38 as a good fix for the long term and for the cost. <br />39 <br />4o Mayor Reinert asked that the matter come back to the council at the May work session to <br />41 keep it on the radar. He explained for the residents who were present how the city <br />42 collects a park dedication fee. The residents asked where their park dedication funds <br />43 went and Mr. Grochala said probably Birch Park and Holly trail. <br />1 <br />
