Lyngblomsten Senior Living Community — City Planner Larsen noted that this <br />project has been reviewed at the Planning and Zoning board and also at a <br />neighborhood meeting. She reviewed a PowerPoint presentation outlining: <br />Background on the an use application for the redevelopment; <br />Site location map; <br />A general overview of the project elements proposed (218 housing units, club <br />house, parking lots, future restaurant, future commercial development); <br />Senior living community is proposed (elements reviewed); <br />Senior living campus is included (elements reviewed); <br />3D rendering of the proposed project; <br />History of Lyngblomsten; a longstanding local organization serving older <br />adults; noted that some services would be available to non -development <br />residents; <br />The project includes three phases and elements; <br />Zoning and land use review; <br />Density (9.36 units per acre net density); <br />Master Plan that was approved for the area previously; comparison with <br />master plan overview and Lyngblomsten plan overview; <br />Transportation and access; <br />Regarding the transportation element, Mayor Reinert recommended that staff <br />include discussion of a roadway alignment as they look at roadway work. <br />Director Grochala explained how the County is looking at building on some <br />improvements. Council Member Stoesz mentioned people coming out of the <br />gas station and the sharp ending of the trail on the Shoreview side. Ms. <br />Larsen noted that the trail is part of Anoka County's regional system. <br />Traffic study submitted in January; study findings were reviewed; overall level <br />of services; <br />- Trails and open space planning; <br />Greenspace buffers (existing trees and more plantings planned); <br />Utility Improvements planned; <br />Stormwater utilities planned; <br />- Site design and urban form; <br />Architecture review (building views, tree preservation, landscaping); <br />Impervious surface meets requirements; <br />Preliminary plat (common areas to be maintained by Lyngblomsten); There <br />was discussion about commercial development on the corner of Hodgson and <br />County Road J; <br />Park dedication fees (trail construction costs will be deducted); <br />Design guidelines (would come forward with final design/plat); <br />Architectural design standards (will continue being developed); <br />Summary (benefits gained, setbacks); <br />Results of Planning and Zoning Board review; <br />
