CITY COUNCIL WORK SESSION March 4, 2019 <br />APPROVED <br />87 - Tax increment financing (TIF) application anticipated. <br />88 <br />89 Mayor Reinert asked for the Public Safety Department's opinion on the project. Director <br />90 Swenson said the department has been involved since early conception; there is <br />91 willingness on the developer's part to work with the City on service needs but it's clear <br />92 that there will be additional emergency services needed with the development; he added <br />93 that this facility will have nursing staff and that should be helpful. <br />94 <br />95 Mr. Witham, 211 Woodridge Lane, representing the neighborhood. He stated that they <br />96 appreciate that the developer has listened to their concerns. There was much concern <br />97 about the height. They are happy for the buffering. Some people have concern about <br />98 water and runoff and they are going to trust the planners. They don't want to see this <br />99 project lead the way to additional four story buildings because that would overwhelm <br />100 capacity. They are happy with the way the developer has used the flexibility of the PUD <br />101 so as to benefit all parties. Mayor Reinert said he feels that the design presented would <br />102 be friendly to the existing residents; there seems to be attention to fitting into the existing <br />103 neighborhood. A resident noted his concern (he's on the south end) that he will not get <br />104 the same buffer as his neighbors. Staff will continue working on that element and will try <br />105 to address that concern much as possible. <br />106 <br />107 Mayor Reinert indicated that the project will continue moving forward so the council will <br />108 be seeing requests for approval. <br />109 <br />110 Council Member Stoesz asked how the northern road will connect and how that impacts <br />i i 1 the future. Ms. Larsen explained how the roadway system is being planned to serve <br />112 future development on the eastside of Hodgson. Council Member Stoesz asked about the <br />113 appropriate time to discuss construction traffic and imposition on the neighborhood; Ms. <br />114 Larsen said it will certainly be discussed and managed as construction begins. <br />115 3. Elmcrest Avenue and Cedar Street Roadway Paving —City Engineer Hankee <br />116 explained that staff is following up on the Council's January direction to meet with the <br />117 City of Hugo regarding cost sharing for this project. Staff was also asked to explore the <br />118 elimination of certain hunting restrictions in the area. The City of Hugo has outlined <br />119 their hunting restrictions and are not receptive to any change. The roadway improvement <br />120 costs were discussed and Hugo eventually agreed to cover the cost of Elmcrest Avenue. <br />121 They will continue their plowing services also. Staff is proposing a plan to finance this <br />122 work through existing special assessment funding in the street reconstruction fund and <br />123 MSA funds. A joint powers agreement would establish terms of the project with the City <br />124 of Hugo. <br />125 <br />126 The council concurred with the plans as presented, recognizing the additional work of <br />127 staff that brings forward a better situation. This could be a 2019 project. <br />128 <br />129 Mayor Reinert asked Director DeGardner to thank the plowing staff for their good work; <br />130 awesome job this year. <br />
