COUNCIL MINUTES March 11, 2019 APPROVED 46 ADMINISTRATION DEPARTMENT REPORT 47 3A) Consider I" Reading of Ordinance No. 0249, Amending Chapter 208 of the City Code — 48 Administrator Karlson explained that the amendment would align with what the City's current 49 organizational structure as it relates to the Public Safety Department and is revised to include fire 50 personnel. 51 Council Member Maher moved to approve the lst Reading of Ordinance No. 02-19 as presented. 52 Council Member Stoesz seconded the motion. Motion carried on a voice vote. 53 30) Consider lst Reading of Ordinance No. 03-19, Amending Chapter 205 of the City Code — 54 Administrator Karlson reported that the amendment revises language to confirm that the Public Safety 55 Director reports to the City Administrator. Language is also amended to allow for appointment of 56 certain temporary positions to be accomplished administratively rather than having to go the City 57 Council for approval. 58 59 Mayor Reinert added that the temporary positions impacted will always be funded within the budget. 6o Any regular full or part-time position will still come forward for City Council approval. 61 Council Member Maher moved to approve the lst Reading of Ordinance No. 03-19 as presented. 62 Council Member Stoesz seconded the motion. Motion carried on a voice vote. 63 3C) Consider lst Reading of Ordinance No. 04-19, Amending Chapter 207 of the City Code — 64 Administrator Karlson explained that this amendment changes language to reflect the City's current 65 organizational structure. 66 Council Member Rafferty moved to approve the lst Reading of Ordinance No. 04-19 as presented. 67 Council Member Maher seconded the motion. Motion carried on a voice vote. 68 3D) Consider Resolution No. 19-29, Approving Update to the Personnel Policy — 69 Administrator Karlson reported that the resolution updates one section of the City's Personnel Policy 70 relative to severe weather. The change removes the ability for employees to utilize sick time for 71 severe weather days. It also eliminates severe weather language from the policy to represent that City 72 Hall will remain open. 73 Council Member Maher moved to approve Resolution No. 19-29 as presented. Council Member 74 Rafferty seconded the motion. Motion carried on a voice vote. 75 76 PUBLIC SAFETY DEPARTMENT REPORT 77 78 4A) Consider converting seized property to City property for City use — Public Safety Director 79 Swenson reviewed his request to convert certain unclaimed property in the property/evidence room 80 for City use. The items are listed in the staff report. 81 Council Member Maher moved to approve the conversion of listed items for City use as 82 recommended by staff. Council Member Rafferty seconded the motion. Motion carried on a voice 83 vote.
