COUNCIL MINUTES <br />March 25, 2019 <br />APPROVED <br />117 Council Member Rafferty moved to approve Resolution No. 19-39 as presented. Council Member <br />118 Manthey seconded the motion. Motion carried on a voice vote. <br />119 <br />120 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />121 6A) Consider Resolution No. 19-26, Approving Amendments to the Designated Municipal <br />122 State Aid (MSA) Street System — City Engineer Hankee explained that staff is recommending that <br />123 the council approve certain amendments to those streets in the city that are designated as MSA. With <br />124 this action, the City would be maximizing the amount of roadway that can be designated as well as <br />125 enhancing MSA revenue to the City. <br />126 Council Member Stoesz clarified that although the City sees this as enhanced revenue, it originates <br />127 from gas tax paid by gas consumers. <br />128 Council Member Rafferty asked if this an annual review? Ms. Hankee said it has been done <br />129 regularly. <br />130 Mayor Reinert remarked that these funds have grown markedly during his tenure on the council. Also <br />131 the amount of City funds that are designated for street work has grown. He noted the City's <br />132 Pavement Management Plan as the document that guides the replacement/rehabilitation of roads. <br />133 Council Member Maher moved to approve Resolution No. 19-26 as presented. Council Member <br />134 Rafferty seconded the motion. Motion carried on a voice vote. <br />135 6B) Consider Resolution No. 19-28, Approving Amended Development Agreement, <br />136 Northpointe 7t' Addition— City Engineer Hankee reported that the amendment requested would <br />137 provide for construction of a trail. This change requires amendment of the development agreement <br />138 for the NorthPointe 7th Addition. <br />139 Council Member Maher moved to approve Resolution No. 19-28 as presented. Council Member <br />140 Man -they seconded the motion. Motion carried on a voice vote. <br />141 6C) Consider Resolution No. 19-32, Adopting Local Water Plan— City Engineer Hankee <br />142 explained that the resolution would provide for the council's adoption of the Local Water Plan (City). <br />143 The plan was approved by the council for distribution and has since been approved by the watershed <br />144 district with minor adjustments. Staff is recommending adoption of the plan. She noted that the plan <br />145 will have to be updated in the area of land use maps. <br />146 Council Member Maher moved to approve Resolution No. 19-32 as presented. Council Member <br />147 Manthey seconded the motion. Motion can•ied on a voice vote. <br />148 6D) Consider Resolution No. 19-27, Approving Change Order No. 1, West Shadow Lake <br />149 Area Improvement Project— City Engineer Hankee first updated the council on the project schedule. <br />150 She then reported that the resolution would approve a change order, requested by the residents, that <br />151 would extend curbing. The change will be funded through the closed bond fund for the project. <br />152 Mayor Reinert said he's been in the area and knows the current road conditions are challenging. He <br />153 announced that the project (beginning with the removal of bituminous) will start next month and that <br />154 will be an improvement. <br />
