COUNCIL MINUTES March 25, 2019 <br />] 55 Council Member Maher moved to approve Resolution No. l 9-27 as presented. Council Member <br />156 Manthey seconded the motion. Motion carried on a voice vote. <br />l 5 / 6E) Consider Resolution No. 19-33, Authorizing Preparation of Plans and Specifications, <br />158 East Cedar Street & Elmcrest Avenue Improvement Project— City Engineer Hankee said that staff <br />159 is requesting authorization to proceed with the preparation of plans and specifications for this project. <br />160 The City has already entered into a collaboration agreement (JPA) to share certain project costs. She <br />161 noted the estimated project costs and funding sources. Also WSB & Associates has submitted a <br />162 proposal to prepare the necessary background work. She reviewed the proposed project schedule. <br />163 Council Member Manthey said he knows from speaking with residents in that area that they are very <br />164 much looking forward to the improvements. <br />165 Council Member Stoesz asked, with the completion of this project, how many gravel roads remain? <br />166 Staff noted Pine Street and one other area. Council Member Stoesz wondered if there will be Public <br />167 Works equipment that will no longer be needed. Motion carried on a voice vote. <br />170 6F) Consider Resolution No. 19-34, Approving Pay Request No. 1 and Final, 2019 Surface <br />171 Water Improvement Project— City Engineer Hankee reviewed the written report. There will be <br />172 additional projects brought forward based on available funding. <br />173 Council Member Maher moved to approve Resolution No. 19-34 as presented. Council Member <br />174 Manthey seconded the motion. Motion carried on a voice vote. <br />175 6G) Consider Ist Reading of Ordinance No. OS-19, Amending City Code Section 1007 Related <br />176 to Multiple Principal Buildings on One Parcel, in Commercial, Industrial or Public/Semi-Public <br />177 Zoning Districts— Community Development Director Grochala reviewed the zoning ordinance <br />178 amendment. This would change current language to allow multiple buildings in certain cases <br />179 through the conditional use permit process. Previously a Planned Unit Development process was <br />180 required. <br />181 Council Member Maher moved to approve the 1st Reading of Ordinance No. 05-19 as presented. <br />182 Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />183 61a) Consider lst Reading of Ordinance No. 06-19, Amending City Code Section 1007, <br />184 Providing for Retaining Walls in Excess of 42" in Height —Community Development Director <br />185 Grochala reviewed the zoning ordinance amendment. The current restriction on retaining walls <br />186 height would be changed. <br />187 Mayor Reinert suggested that this is a common sense change. <br />188 Council Member Manthey remarked that this should help individual homeowners who work on their <br />189 property; it makes the requirements easier to understand. <br />190 Council Member Rafferty moved to approve the 1st Reading of Ordinance No. 06-19 as presented. <br />191 Council Member Maher seconded the motion.
