CITY COUNCIL AGENDA ITEM 5A STAFF ORIGINATOR: Justin Williams, Utilities Supervisor MEETING DATE: March 25, 2019 TOPIC: Consider Resolution No. 19-35, Accepting Bids and Awarding Construction Contract For Civic Complex Roof Replacement Project VOTE REQUIRED: 3/5 Vote Required INTRODUCTION Staff is requesting authorization to accept quotes and award the construction contract for the Civic Complex Roof Replacement Project. BACKGROUND The City Council approved Resolution No.19-12, Ordering the Project, Approving Plans and Specifications, and Authorizing Advertisement of Bids for Civic Complex Roof Replacement Project at the January 28, 2019 City Council meeting. Quotes were received for the above -referenced project on March 6, 2019. The quotes were checked for mathematical accuracy and tabulated. CONTRACTOR BASE BID ADDITION #1 TOTAL QUOTE Palmer West Construction $698,000.00 $244,950.00 $942,950.00 Berwald Roofing $686,800.00 $288,000.00 $974,800.00 Central Roofing Company $817,659.00 $222,200.00 $1,039,850.00 The low quote was submitted by Palmer West Construction, Rogers, Minnesota, in the amount of $942,950.00 The Base Bid portion of the project will be covered by insurance. Addition #1 includes replacement of the ballasted roof areas. With the rubber membrane of the ballasted roof areas (flat sections) approaching the average life expectancy of 20-25 years (Civic Complex constructed in 1999), we are recommending replacing all roof sections. This will allow the membrane of the lower roof areas to be installed higher up the sloped roof areas prior to installation of the new standing seam roof. This ensures that the roof areas are adequately transitioned and water tight prior to the installation of all metal components. The City Council had previously set aside $311,000 for Addition #1.
