a. Consistency with the Comprehensive Plan. Including any of the following: <br />i) Land use plan; <br />ii) Transportation plan; <br />iii) Utility (sewer and water) plans; <br />iv) Local water management plan; <br />v) Capital improvement plan; and <br />vi) Growth management policies, including MUSA allocation criteria. <br />The proposed Lyngblomsten development is consistent with the goals and policies of <br />the Comprehensive Plan and the Master Planning Study -Hodgson Road & CR J. <br />b. Consistency with infill policies. A proposed urban subdivision shall meet the city's <br />infill policies. <br />Lyngblomsten is consistent with infill policies. The development is within the current <br />Utility Staging Area 1A (2008-2015). The cost, operation and maintenance of the <br />utility system is consistent with the normal costs projected by the water and sanitary <br />system plans. No future utility costs are proposed. <br />c. Roads or highways to serve the subdivision. A proposed subdivision shall meet the <br />requirements for level of service (LOS), as defined by the Highway Capacity Manual. <br />Existing level of service ranges from A to D for applicable intersections. The <br />proposed level of service does not fall below the acceptable levels. <br />d. Water supply. A proposed subdivision shall be deemed to have an adequate water <br />supply. <br />Lyngblomsten will have an adequate water supply. City watermain will be extended <br />from Woodridge Lane through a 20 foot wide utility easement obtained by the City <br />over 255 Ash Street, 275 Ash Street and a portion of the old 49 Club. A 12" <br />watermain extends down the public road and 8" watermain serves the cottage homes, <br />senior living community and commercial areas. Utilities will be stubbed under CSAH <br />49 (Hodgson Road) and looped to Ravens Court. <br />e. Waste disposal systems. A proposed subdivision shall be served with adequate waste <br />disposal systems. <br />Lyngblomsten will be served with an adequate waste disposal system. City sanitary <br />sewer force main will be extended from Woodridge Lane through a 20 foot wide <br />utility easement obtained by the City over 255 Ash Street, 275 Ash Street and a <br />portion of the old 49 Club. A lift station is also required. An 8" sanitary sewer <br />services the area as well. Utilities will be stubbed under CSAH 49 (Hodgson Road) <br />to serve future development to the east; and <br />BE IT FURTHER RESOLVED by The City Council of The City of Lino Lakes that the <br />Development shall be developed in accordance with the following: <br />3 <br />
