be in written form, and shall include conditions precedent, if any, <br />recommended in conjunction with any approval. <br />The City Council shall, after receiving the recommendations of <br />the Planning Commission approve or deny the application. As a <br />condition of approval, the City Council shall require: <br />(A) The dedication of right-of-way for future roads, utilities or <br />drainage easements, whether or not lying within land owned <br />or controlled by the applicant as deemed necessary by the <br />City Council. <br />(B) The dedication for park purposes of up to ten percent (10%) <br />of the land within the parcel of record sought to be divided, <br />or the cash equivalent thereof. <br />(C) The construction of certain roadway, drainage, landscaping, <br />utility or cosmetic improvements by the applicant. To this <br />end, the city may enter into a written development agree- <br />ment with the applicant, and require such security for <br />improvements as the city deems appropriate. <br />If the City Council denies the application, it shall notify the <br />applicant in writing, making note of its reasons for denial. <br />
