(3) Review. <br />(A) The Zoning Official shall forward copies of the application <br />and site and building plans to the Planning Commission, <br />staff, consultants and governmental agencies for <br />The Planning Commission shall perform a review and <br />suggest such conditions as they deem necessary to the <br />r approval of the site and building plans. The Planning <br />Commission ew- will then be passed on to the City <br />Council for review and approval..-�. -p .> <br />(B) The report of the Planning Commission shall be placed on <br />the agenda of the City Council at its next regular meeting <br />following referral from the Planning Commission. <br />(C) The City Council must take action on the application within <br />60 days after receiving the report from the Planning <br />Commission. All development, construction and use shall be <br />in accordance with the approved plan, unless a revised plan <br />is submitted and approved. Any development contrary to <br />the approved plans shall constitute a violation of this <br />Ordinance. <br />(4) Design Standards. Plans which fail to meet the following stan- <br />dards shall not be approved. <br />(A) The action shall be planned, designed, constructed and <br />maintained to avoid substantial probabilities of: <br />(i) Unnecessary detraction from the appearance of the <br />surrounding area or the city as a whole. <br />(ii) Aesthetic incompatibility. <br />(iii) Noise incompatibility. <br />(iv) Traffic pattern incompatibility. <br />(v) Accelerated erosion. <br />(vi) Unnecessary loss of existing natural features (vegeta- <br />tion, steep slopes, wetlands, water bodies). <br />(vii) Increased flood potential. <br />(B) No development shall be allowed which will result in unusual <br />maintenance or repair costs of roads, parking areas or <br />utility lines. <br />(C) Development shall be permitted only in such a manner that <br />the maximum number of trees shall be preserved. It shall be <br />the duty of the person seeking approval to demonstrate that <br />there are no feasible or prudent alternatives to the cutting <br />of trees on the site. <br />
