(B) Activities authorized by site and building plan approval shall <br />be initiated within six months. If such activity is not <br />completed within 18 months, the site approval shall no <br />longer be in effect, and application and approval of site and <br />building plans shall be required. <br />Subd. 5. Conditional Use Permits. <br />(1) General Statement. Certain uses, while generally not suitable in <br />a particular zoning district, may under some circumstances be <br />suitable. When such circumstances exist, a Conditional Use <br />Permit may be granted. Conditions may be applied to issuance of <br />the permit and an annual review of the permit shall be required. <br />The permit shall be granted for a particular use and not for a <br />particular person or firm. <br />Conditional Use Permits may be granted in accordance with this <br />section for any use or purpose for which such permits are required <br />or permitted by this Ordinance or as listed as a conditional use for <br />the zoning districts provided in Section 6 of this Ordinance. <br />s'' off, <br />In granting a Conditional Use Permit, the City Council shall <br />consider the advice and recommendations of the Planning <br />Commission and the effect of the proposed use upon the health, <br />safety, morals, convenience, and general welfare of occupants of <br />surrounding lands. <br />(2) Standards. The Planning Commission shall recommend a Condi- <br />tional Use Permit and the Council shall order the issuance of such <br />permit only if it finds that such use at the proposed location: <br />(A) Will not be detrimental to or endanger the public health, <br />safety, morals, comfort, convenience or general welfare of <br />the neighborhood or the city. <br />(B) Will be harmonious with the general and applicable specific <br />plans and policies of the Comprehensive Plan of the city and <br />this Ordinance. <br />(C) Will be designed, constructed, operated, and maintained so <br />as to be harmonious and appropriate in appearance with the <br />existing or intended character of the general vicinity and <br />will not change the essential character of that area. <br />(D) Will not be hazardous or disturbing to existing or future <br />neighboring uses. <br />(E) Will be served adequately by essential public facilities and <br />services, including streets, police and fire protection, <br />drainage structures, refuse disposal, water and sewer <br />systems, and schools; or will be served adequately by such <br />facilities and services provided by the persons or agencies <br />responsible for the establishment of the proposed use. <br />42 <br />
