Guaranteed by a restrictive covenant describing the <br />open space and its maintenance and improvement, <br />running with the land for the benefit of residents of <br />the planned development or adjoining property owners <br />and/or both. <br />(D) Height, Setback, and Lot Coverage Regulations. All such <br />restrictions shall be waived in development of a PUD except <br />along the perimeter of the development as long as the <br />project is in compliance with average density and open <br />space provisions of this ordinance. PUD perimeters can be <br />established by applying the setback requirements of the <br />surrounding district or can be related to the height of the <br />buildings within the PUD. <br />(E) Environmental Design. Environmental design considerations <br />shall be incorporated into the PUD process by requiring <br />existing natural amenities and landscaping and a proposed <br />landscaping plan to be submitted during the review process. <br />The general landscaping plan submitted during the Prelimi- <br />nary Development Plan phase shall be followed by a detailed <br />landscaping plan, showing the spacing, sizes, and specific <br />types of landscaping material. <br />(F) Traffic Circulation. Principal vehicular access points shall <br />be designed to permit smooth traffic flow with controlled <br />turning movements and minimum hazards to vehicular or <br />pedestrian traffic. Minor streets within PUDs shall not be <br />connected to streets outside the development in such a way <br />as to encourage their use by through traffic. <br />The proposed PUD district shall be located with regard to <br />major thoroughfares and uses outside the district so that <br />traffic congestion will not be created by the proposed <br />development or will be obviated by presently projected <br />improvements and that uses adjacent to such thoroughfares <br />will not be adversely affected. <br />(G) Parking Standards. Parking standards for PUDs are the <br />same as for other similar uses as provided in the off-street <br />parking section of this ordinance. Variances may be applied <br />for where combined land uses warrant a deviation from <br />established requirements. <br />(H) Public Services. <br />(i) A PUD shall not create a demand for public service <br />which exceeds that which is normally provided in the <br />zoning district of the proposed PUD. <br />(ii) Public facilities and improvements, including water, <br />sewer and street facilities, made necessary as a result <br />of the planned development shall be provided by the <br />
