<br />5/29/2019 19 <br /> <br />PROGRAM MANAGEMENT (NR3) <br /> <br />NPDES – National Pollutant Discharge Elimination System <br />Staff is responsible for coordinating storm water pollution prevention programs in accordance <br />with the city’s National Pollutant Discharge Elimination System (NPDES) Phase II permit. <br />These activities include Public Education and Outreach, Public Participation and Involvement, <br />Illicit Discharge Detection and Elimination, Construction Site Storm Water Runoff Control, Post <br />Construction Storm Water Management, and Municipal Pollution Prevention/Good <br />Housekeeping. <br /> <br />TASKS <br />NR3.1 Annual Reporting <br /> Minnesota Pollution Control Agency (MPCA) will distribute the annual report form <br />in January of each year. NPDES annual report is due in June. Coordinate data entry <br />with City Engineer (WSB) and Public Works (Streets Supervisor). <br />NR3.3 Illicit Discharge Detection and Elimination, Construction Site Storm Water Runoff <br />Control, Post Construction Storm Water Management, and Municipal Pollution <br />Prevention/Good Housekeeping. <br /> <br />Minnesota Pollution Control Agency (MPCA) will distribute the annual report form <br />in January of each year. Coordinate data entry <br />with City Engineer (WSB) and Public Works (Streets Supervisor). <br />NR3.4 Erosion Control Inspections <br /> In construction areas, when the ground starts freezing up, perimeter control may <br />switch to Bio-logs. The reverse happens in the spring. Staff ensures conformance to <br />this standard and all other standards including weekly and monthly inspection <br />requirements of the permit holders and follow-up corrections. <br /> <br />Environmental Coordinator completes a pre-permit inspection and a post foundation <br />inspection for new construction projects. Contractor must be notified of any repairs <br />that need to be made. Inspection results are given to the Building Permit Technician <br />immediately following inspections. <br /> <br />Issues typical identified include stockpile management, cover for disturbed areas, <br />tracking off site issues, and storm drain protection. Make sure construction storm <br />water permit holders and developers/builders are doing their job. A state erosion <br />control certification is necessary. Any vegetation control with chemicals requires a <br />state license. <br /> <br />Enforce the City, RCWD, State, and Federal requirements year-round. <br />NR3.5 Private Pond Inspections <br /> Privately owned Best Management Practices (BMP) such as storm ponds, infiltration <br />basins, and appurtenances must be inspected annually by owner. Pond inspection <br />forms should be mailed by March to all owner/operators. Completed inspection forms
