<br />5/29/2019 21 <br /> <br /> <br />Usually this is the first report done on a project (before Planning and Zoning Board <br />and Park Board) so generally there is about a week and a half to review and write a <br />staff report on findings, recommendations and comments. <br /> <br />Following the meeting, summarize recommendations and comments for Planning and <br />Zoning Board meeting and City Council meetings. <br /> <br />RESOURCE MANAGEMENT/INVENTORY (NR5) <br /> <br />TASKS <br />NR5.1 Heron Management <br /> Maintain heron rookery – Protect from raccoons, minimize number of raccoons, and <br />annually assess needs. <br /> <br />Make contact with volunteers at the end of the year to plan a maintenance and/or <br />inventory trip to the island. Volunteers list is located on Shared Drive. Partners <br />include Eagle Brook Church (has gathered stick materials for nesting birds in the <br />past), Anoka County Parks, and any other city residents interested. <br /> <br />Make contact with 1801 77th Street (Strand/Coffey property) to use their property for <br />access. Purchase metal flashing, screws, and washers from Menards or Home Depot. <br />A $2000 grant was donated several years ago by the Blaine Jaycees for this. Must <br />track the expenditures. Pick a day when you still have ice to have a maintenance day <br />in late January or February. Get screw guns, batteries, tin snips, and ladders from the <br />shop. Volunteers will have a picnic over campfire on island after work is done. Work <br />must include removing bridging opportunities for raccoons, new nesting trees <br />flashing, and inventory update. The rotary club is interested in tree planting to replace <br />lost Ash trees from EAB. This should be done in the fall after birds have left. <br />NR5.2 Data Collection <br /> The City collects infrastructure data using Global Positioning System (GPS) and <br />Trimble hardware and software. Data collected includes new trees and conservation <br />easements (signs and lines). Use Trimble to find property lines and sign locations. <br />All new signs must be GPS’d for permanent records. Rectify data through US Coast <br />Guard Station and create ArcView.Shp files. Get information into Cartegraph when <br />needed. <br />NR5.3 National Heritage Database <br /> Enter into periodic agreement with the MN DNR to have access to the NHIS data. <br />Maintain an inventory of other rare plant and animal species as they are found. Use <br />the prediction models developed by Lino Lakes Environmental and Critical <br />Connections to map new areas and overlay on to new development proposal sites. <br />NR5.4 Minnesota Land Cover Classification System updates <br /> Update and modify MLCCS layers as development is takes place, new information <br />becomes available and/or restoration activities are completed. <br /> <br />
