<br />5/29/2019 29 <br /> <br />APPENDIX A <br /> <br /> <br />POSITION DESCRIPTION <br />TITLE: Environmental Coordinator <br />REPORTS TO: Community Development Director <br />DEPARTMENT: Community Development <br />STATUS: Full-time/Union/Exempt <br /> <br />POSITION SUMMARY <br /> <br />Administers the City’s environmental program, forestry, erosion control and MS4/ National Pollution <br />Discharge Elimination System (NPDES) permitting. Other responsibilities include coordinating the recycling <br />program and managing the water conservation program. <br /> <br />ESSENTIAL DUTIES & RESPONSIBILITIES <br />General: <br />1. Serve as staff liaison to the Environmental Board, Rice Creek Watershed District, Vadnais Lake Area <br />Water Management Organization (VLAWMO), Anoka County Solid Waste group as well as other <br />boards and commissions. <br />2. Perform administrative duties including budget preparation, monitoring expenses, writing grants and <br />preparing staff reports for environmental programs. <br />3. Respond to citizen questions, complaints and requests for assistance related to native landscaping, <br />drainage, erosion control, tree preservation and water quality issues. <br />4. Develops environmental education opportunities and implements an environmental outreach program. <br />Prepares informational pieces and public service announcements as necessary. <br />5. Train and supervise seasonal interns and recycling intern. <br />6. Prepare surveys and take inventories of various environmental elements of the community to include <br />indigenous/migratory animals and plants. <br />7. Assist with the development of ordinances and policies to protect and enhance environmental <br />resources of the community. <br />8. Perform weed and code compliance inspections. <br />9. Review development proposals for conformance with City environmental development standards <br />including landscaping and stormwater management. <br />Surface Water Resources/Ground Water/Wellhead Protection: <br />10. Coordinates implementation of National Pollution Discharge Elimination System (NPDES) program. <br />11. Coordinates annual inspection of privately maintained storm water permit best management practice <br />(BMP) sites for functionality and compliance. <br />12. Coordinates wellhead protection activities in the City. <br />13. Implements and administers the City’s erosion control program including plan review, site inspection <br />and follow-up. Investigates and follows up on illicit discharge complaints.
