PUBLIC HEARING: Draft 2040 Comprehensive Plan <br /> <br />Kendra Lindahl, Landform, presented the staff report. <br /> <br />As an addition to the staff report, staff would support a change to the Planning <br />District 3 text to add a new bullet “As the City continues to work with MnDOT, <br />Anoka County and Ramsey County on proposed County Road J improvements and an <br />upgrade to a full interchange at I-35E, the city will evaluate a possible plan land use <br />changes in the area”. <br /> <br />Mr. Ruhland asked about tapping into Shoreview regarding the Lundgren and Noren <br />properties. Mr. Grochala explained the sanitary sewer currently serving the properties <br />to the south was not designed to accommodate the flows. It is a considerable <br />extension to bring water and sanitary sewer to the Lundgren and Noren properties. <br /> <br />Mr. Root noted the implementation of the PUD and making the tradeoffs clear. <br /> <br />Chair Tralle opened the public hearing at 6:58 P.M. <br /> <br />Andrew Chirhart, TaTonka Real Estate Advisors at 150 South 5th Street, Minneapolis, <br />spoke on behalf of the Lundgren family. Mr. Chirhart has had several conversations <br />with developers and builders and a consistent issue is the timing of the utility <br />connection. The Lundgren family is requesting the property to be incorporated into <br />utility staging 1A to allow for near term development. <br /> <br />Mark Riverblood spoke on behalf of the Hawkins family. The Hawkins agrees as long <br />as land use planning is included when looking at transportation planning. <br /> <br />Jeff Joyer, 8174 Lake Drive, spoke on behalf of two properties: <br /> <br /> Vicky Lane and Lake Drive – The property is currently planned to be up to 15 <br />units per acre; it is proposed to be 6 units per acre. Mr. Joyer is requesting 10 <br />units per acre. The property is currently for sale and utilities are available. The <br />City is requesting owners/developers to reroute Vicky Lane to match with <br />Kelly Lane. Mr. Joyer explained that this would result in a loss of an acre and <br />significant development cost. Recommending the property to be put in as high <br />density. <br /> <br /> 8174 Lake Drive (Waldoch Farms) – Requesting to provide stage 1 sewer and <br />water to garden center area. Mr. Joyer stated they would be willing to swap <br />the south 10 acres of the medium density parcel on Main Street currently in <br />stage 1. <br />
