Planning & Zoning Board <br />April 10, 2019 <br />Page 3 <br />APPROVED MINUTES <br />Ron Mikolai, 764 Fox Road, agreed with Mr. Joyer’s property on Vicky Lane and <br />Lake Drive regarding 10 units per acre. <br /> <br />Mr. Grochala explained between 732 and 744 Vicky Lane is right-of-way platted for <br />a street between 732 and 744 Vicky Lane. There has been trouble with reaching 8 <br />units per acre. <br /> <br />Mr. Root acknowledged that buffering is not taken into consideration. <br /> <br />Mr. Peacock asked what the reason is behind the request for more units per acre. Mr. <br />Mikolai stated they have had an issue with selling the land. Mr. Grochala stated that <br />developers are having difficulties getting 8 units per acre. <br /> <br />Mr. Stimpson asked if the increased density will allow for other traffic calming <br />parameters. Mr. Grochala stated it would not warrant signals. Staff explained the back <br />access through Vicky Lane. <br /> <br />Mr. Ruhland asked what will be gained if the density was increased. Mr. Mikolai <br />explained the additional road and development costs. <br /> <br />Chair Tralle asked staff why the applicant would take on the expense of Vicky Lane. <br />Mr. Grochala explained the road construction requirements. <br /> <br />Mr. Stimpson asked if signage is located at Vicky Lane. Mr. Grochala stated there is <br />not signage posted. <br /> <br />John Dahl, 1101 Holly Court, thanked the Board and city staff for the opportunity to <br />develop their property. <br /> <br />Mr. Ruhland made a MOTION to close the Public Hearing. Motion was supposed by <br />Laden. Motion carried 6-0. <br /> <br />Board addressed public comments: <br /> Lundgren and Noren properties – Recommend no changes. Adding statement <br />in planning district text to provide direction to future Comp Plan amendments. <br /> Holly Court – Recommend parcels staging moving to 1A, will get water main <br />utilities moving south. <br /> Hawkins – Several moving parts in that area that need to be decided before <br />warranting a change <br /> Waldoch Farms – More research needs to be completed <br /> <br />Mr. Laden made a MOTION to approve the draft 2040 Comprehensive Plan. Motion <br />was supported by Mr. Root. Motion carried 6-0. <br /> <br />B. Eastside Villas PUD Final Plan/Final Plat <br />
