COUNCIL MINUTES <br />May 28, 2019 <br />APPROVED <br />46 Consider Approval of Resolution No. 19-62, Approving <br />47 a Peddler License for Garage Coating of Minnesota Approved <br />48 <br />49 Consider Approval of Resolution No. 19-61, Approving an <br />50 Extension to Start Construction of Distinctive Elements Tile <br />51 And Design, LLC Approved <br />52 <br />53 Council Member Rafferty received additional information on Resolution No. 19-61, the <br />54 request to delay and staffs intent in requesting an extension. Construction on the project is still <br />55 anticipated to begin this fall. <br />56 <br />57 FINANCE DEPARTMENT REPORT <br />58 <br />59 There were no reports from the Finance Department. <br />60 <br />61 ADMINISTRATION DEPARTMENT REPORT <br />62 3A) Consider Approval of Resolution No. 19-60, Amending Joint Powers Agreement for <br />63 Vadnais Lakes Area Water Management Organization— Administrator Karlson reviewed his <br />64 written report recommending that the council authorize an amendment to the existing Joint Powers <br />65 Agreement with VLAWMO, changing insurance language to allow them to obtain coverage through <br />66 the League of Minnesota Cities, resulting in a savings to the organization. <br />67 Council Member Stoesz confirmed that any change to the agreement presented herewith (due to <br />68 consideration of other impacted cities) be brought back to the council. <br />69 Council Member Rafferty remarked that he serves on the VLAWMO Board and that Lino Lakes <br />70 actually is a very small part of the area served. <br />71 Council Member Maher moved to approve Resolution No. 19-60 as presented. Council Member <br />72 Rafferty seconded the motion. Motion carried on a voice vote. <br />73 3B) Consider Appaintment of Accounts Payable/Payroll Technician- Human Resource <br />74 Manager Bartholomew reviewed staffs written recommendation to appoint Yelena Brook (current <br />75 employee) to this position, vacated by a promotion. Ms. Bartholomew reviewed Ms. Brook's <br />76 qualifications and proposed rate of pay. <br />77 Council Member Maher moved to approve the appointment of Yelena Brook as recommended. <br />78 Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />79 30 Consider Appointment of Community Service Officer -Human Resource Manager <br />80 Bartholomew reviewed staff s written recommendation to appoint Samantha Bergeron to a vacant <br />81 Community Service Officer position. <br />82 Mayor Reinert noted that both of the positions are backfill situtions. <br />2 <br />
