4.1.3.8 electronic transmission and powering equipment connecting the <br />hub(s) in the North Metro System to the Grantee's other hubs <br />and/or headend facilities in the Twin Cities metropolitan area shall <br />be of a redundant design. <br />4.1.4. The upgraded System shall initially have a minimum analog channel capacity of <br />at least 78 channels, downstream to all Subscribers, plus additional capacity for <br />digital and other services. <br />4.1.5. The System shall be designed, constructed and activated in order to facilitate <br />narrowcasting of Government Access Channels discretely by municipality. The <br />Grantee shall provide and maintain all equipment and facilities necessary to <br />accomplish this narrowcasting, at no cost to the City or the Commission. <br />4.1.6. All power supplies for the System shall be equipped with standby power <br />capability in accordance with Section 4.1.1.2. Additionally, the Grantee shall use <br />status monitoring equipment at all power supply locations in the System. Such <br />equipment shall have the capabilities described in Section 4.1.1.8. <br />4.1.7. PEG channels shall not be channel mapped without the prior approval of the <br />Commission. As to all other channels, the Grantee shall make good faith efforts <br />to avoid channel mapping unless that mapping is required to deliver a high -quality <br />signal or to comply with applicable laws or regulations. In the event mapping of <br />non -PEG channels is required to deliver a high quality signal or to comply with <br />applicable laws or regulations, the Grantee agrees to map as few channels as <br />possible. <br />4.1.8. Emergency Alert System. <br />4.1.8.1. The Grantee shall install and thereafter maintain an Emergency <br />Alert System ("EAS") fully compliant with local, state and federal <br />EAS requirements. This EAS shall at all times be operated in <br />compliance with FCC regulations. <br />4.1.8.2. The Grantee shall, at no cost to the City or Commission, furnish <br />and install equipment that will allow a representative of the City to <br />remotely activate the EAS, including activation by telephone, and <br />to override the audio and video on all channels on the Grantee's <br />Cable System that may be lawfully overridden (subject to any <br />contractual or other rights of broadcasters) without the assistance <br />of the Grantee, for emergency broadcasts. <br />4.1.8.3. The City or the Commission may, from time to time, conduct <br />reasonable tests of the EAS. The City or the Commission shall <br />permit only appropriately trained and authorized Persons to operate <br />the EAS equipment and shall take reasonable precautions to <br />24 <br />
