equipment, that will allow hearing impaired customers to contact <br />the company. <br />4.1.2 The Grantee is authorized and required to continue to operate Grantee's Cable <br />System substantially as it exists on the date hereof, and to provide service <br />substantially equivalent to its existing service, within the territorial limits of the <br />City as of the Effective Date of this Franchise, until such time as the System is <br />upgraded, as provided herein. <br />4.1.3 The Grantee shall complete a System Upgrade in accordance with the schedule set <br />forth in subsection 4.2 providing at least the following characteristics: <br />4.1.3.1 upon completion of the System Upgrade, the System shall include <br />a hybrid fiber -coaxial architecture, with fiber-optic cable from the <br />headend to hubs, and from hubs to Nodes. Nodes System -wide <br />shall serve on average 250 dwelling units or less, with a minimum <br />of three (3) fibers connecting such a 250-home average Node to <br />System headends and hubs. Individual Nodes may serve cable <br />passing a number of dwelling units in excess of 250, provided <br />there is no adverse effect on the performance characteristics of the <br />System serving Subscribers from that Node. No Node shall serve <br />more than 750 dwelling units. <br />4.1.3.2 the capability of supporting both analog and digital Cable Services; <br />4.1.3.3 segmentation of the System, including Nodes that are divisible by <br />two, so that sufficient capacity is available for targeted and <br />interactive services at all times; <br />4.1.3.4 activation of the bandwidth from 5 to 42 MHz for upstream <br />transmissions on the System; <br />4.1.3.5 an average of no more than four (4), but in no event more than <br />seven (7), amplifiers per coaxial cable in each cascade from any <br />Node; <br />4.1.3.6 a capacity rating of at least 860 MHz for all active and passive <br />components; <br />4.1.3.7 audio control units shall be utilized for each channel for volume <br />control on analog service, excluding off -air broadcast channels or <br />channels that are sent through a processor instead of being <br />modulated and de -modulated, locally processed in the hub serving <br />the geographic area; and <br />23 <br />
