•
Page 3
P & Z, May 29, 1979
Mr. 'otwald also had a presentation on the city-wide drainage plan. He
presented several different maps: One from Vadnis Heights, which was a very
detailed map with a complete ponding system and storm water plan, costing that
city $10, 000; a USGS official wetlands map; and a wetlands map for Little
Canada, outlinning available wet lands, lakes and drainage.
Mr. Gourley suggested a wetlands map for part of the village and Part of the
village and part of an actual drainage map for the high density part of the
village. However, as far as the comprehensive plan goes, the Commission felt
that they didn't want to do more than was necessary; beyond that, Mr.Gourley
felt the Commission should be moving to where ponds can be centralized. He
suggested the Commission and the Council could perhaps be acquiring land, or
not permitting development on land that could be used for a centralized ponding
area(s) for certain district. This would have to be approved by Rice Creek Water-
shed; then individual plats would no longer need to go through then separately.
Planning in advance for this problem would not be as expensive as it would seen
at first, because the city is ultimately going to be responsible for the existing
ponds with fencing problems, etc. Mr. Gotwald brought up the potential for parks
along the central pond areas; and that there are usually less problems with
larger bodies of water than with ponds.
Mr. Reinert moved that Mr.Gotwald proceed with the wet lands map pursuant to
whatever requirements were needed for the Comprehensive Plan. Mr. Shearen
seconded the motion. All were in favor. Notion declared passed. Mr. Gotwald felt
this would run between $500 to $600 for a basic wetlands map with general elevat-
ions.
Mr. Gotwald brought up that the engineering firm from the state is going to do a
flood plain study here, and perhaps maps can be obtained from them.
Mr. Gotwald was requested to bring in osme cost estimates to the Commission for
a map slowing general elevations and minumtm elevations for each district and
a map with a more detailed ponding area study for the southwest corner of the
village. Posed on that, the Commission would also have an idea of what it would
cost to further the study. This would be for the June meetin; then the Commission
could bring this up to the Council in July, before the August budget planning.
Mr. Gourley requested that members cane to the regular June meeting prepared to
commit some dates as far as 6 or 8 months in advance, so that work on the
comprehensive plan could be put on a timetable. The city has to have the plan
complete in approximately 18 months.
Mr. Reinert moved to adjourn at 10:45 p.m. Mr. Shearen seconded the motion. All
were in favor. Motion declared passed.
