July 11, 1979 <br />The special meeting of the Planning and Zoning Commission began at 8:10 <br />p.m., July 11, 1979, not being officially called to orderyas there'was <br />not initially'a'quorum present. Members present:''Ken Gourley, Bob Doocy, <br />Jerome Heath, Council Liaison John McLean, and Mr. Reinert arriving Tate. <br />Members absent: Lawrence Johnson; Vi Schwanki, and James Shearer'.' <br />The first item was the process of defining the assets and. liabilities <br />of the city. This would help identify some areas that needed work and <br />areas that did not. Following are the items descussed, listed under' <br />the categories of "Assets," "Liabilities," and "other." • <br />Assets <br />1. Good access to the Twin Cities and to shopping centers. Lino Lakes is <br />close to both downtown Minneapolis and Saint Paul, and at the same <br />time is more of Tess country. Related to this is the acess,to the <br />two Major freeways. <br />2. Acess to cultural activities and major sports. <br />3. Acess to two major freeways. one liability here is the processing <br />of speeding tickets, etc. <br />4. Acess to major recreation areas. <br />a. County Park <br />b. St. Croix Valley <br />c. Good city park system <br />5. Abundance of open, developable land. It was brought up that the <br />undevelopable land could also be as asset as far as green or open <br />spaces. <br />6. Good traffic flow north and south. <br />7. Surface water --Lakes. Generally good recreational water (fishing, <br />etc.) but not good body contact water. <br />8. Churches --accessibility to various denominations. <br />9. Police --The city has its own local police department. <br />10. Civil Defense --The city has a good, dedicated group working on Civil <br />Defense. <br />11. Seaplane base, The Air Park is recreational only. <br />12. Proximitly to Anoka County Airport. <br />13. Aggressive planning and developing. The community actively working <br />with potential business development --the "sell your product" approach. <br />This was discussed in relation to the recent meeting with IC Systems. <br />14. Stable financial backing forcity services. Traditionally this has <br />been true. <br />15. Variety of types of people in Lino Lakes --and therefore a variety of <br />input and ideas. There is, however, a lack of community expression. <br />16. City -provided services. <br />a. Roads <br />b. Building Department <br />c. Administrative offices. <br />Liabilities <br />1. Lack of services. <br />a. Water system <br />b. Sewer system <br />
