•
Page 2
Planning and Zoning
July 11, 1979
2. High water table.
3. Restricted soils.
4. Limited traffic flow east and west.
5. Limited industry --also, limited as far as potential industrial sites
(related to lack of water and sewer systems). Lack of industry
means a limited tax base. Weld -developed industrial sites would
attract business to Lino Lakes.
6. Lack of coordination or centralization of youth activities (4-H,,Girl,
Scouts, Cub Scouts, etc.) This is related also to having three
seperate school systems in Lino Lakes.
7. Lack of a city center. Related to several other "liailities" here as
well.
8. Lack of a good restaurant and motel.
9. Lack of proffessional people --doctor, dentist, drugstore, etc. There
is no "downtown" Lino Lakes for these people to locate. It is a
very spread -out community.
10. This is primarily an agricultural/residential (bedroom) community.
There is a lack of balance as far as industrial, commerical and
residential areas. There is less and less farming done --most of this
land is going to residential and recreational use. A'Iot of the
farm land is being bought up by developers and lying unused until
it is built on.
11. Lack of multiple housing. There is basically only single-family
housing. This is also related to the lack of sewers. There is a
lack of balance between single-family and multiple -family housing.
The labor force moves into the Cities for lack of a place to rent.
12. Lack of inter -county planning.
13. Lack of shoreland management. Also mentioned was surface water use
and maintenance. Mr. McLean brought up that Lino Lakes should con-
sider establishing benchmarks for the lakes. At present, it is a
very loose arrangement with the St.Paul Water Department drawing on
the lakes, often in such a way as to reduce the quality of the enviro-
ment. Mr.McLean .indicated that .the .city has the authority' to
establish the benchmarks as a means to control this.
Other
1. School system. There are three systems in Lino Lakes.
2. Contracted fire services. These are Lexington and Centerville. A
fire service situation will not grow with the city. There may at
some time be the necessity of a third contract in the area'east of
the freeway.
3. Fair road conditions. All new roads must meet the standards set by
ordinance, but existing roads have'been maintained only and are in
fair condition.
The next item was a list of areas already dicussed at past meetings as
needing to be reviewed. The list was compiled from the minutes of
previous meetings, as well as input from this meeting.
1. No Comprehensive Park Plan. Needed is a plan that outlines specific
types of parks and so forth for specific areas.
2. Density.
