Page 2 <br />Planning and Zoning Commission <br />November 14, 1979' <br />Mr. Short noted the low to moderate income housing is usually tied to <br />sewered districts because of the opportunity for multi family dwelling <br />construction. Usually. some of the multi family dwellings are subsidized <br />by state or federal money. Mr. Heath said that generally you would like <br />commercial development nearby'so that it would be'within walking distance <br />of these units. <br />Mr. Short continued on with Policy review. <br />Mr. Shout continued on with the'Implementation Program and explained each <br />item. <br />Mr: Short'asked'for discussion'the item to reduce lot sizes from 11,250 sq. <br />ft. to 10,000 sq. ft. At this point on — site septic systems were discussed <br />with respect to one acre Tots and Mayor Karth said the City Engineer said <br />a workable 40 year septic system could be contained on a Z acre lot if con- <br />structed properly. <br />Mr. Short noted that the City does not appear to have a planned unit <br />Ordinance. Mr. Gourley said there is only a zoning classification for <br />this type of development. Mr. Short recommended the City adopt a.planned <br />unit development ordinance. W. Heath asked what is this ? Mr. Short ex- <br />plained it is an ordinance that wili allow -for variation for planned unit <br />development along with some commercial development. Mr. ,Gourley asked if <br />Mr. Short would bring out some model ordinances. Mr. Short said yes. Mr. <br />Gourley said Centennia'I Green west of Sunset Avenue is a planned unit deve- <br />lopment.' Mr. Short said Jothan and The Preserve south of the cities are <br />planned unit developments and ther is a planned unit development pro- <br />posed for south of County Road "j" and west of Highway 49 adjacent to <br />Lino Lakes. <br />Mr. Schumacher asked for a definition of a multifamily unit? Mr. Short <br />said anything larger than a duplex. <br />Mr. Gourley asked where do we go from here. Mr.Short said we have to , <br />review official controls and make recommendations on how they should be <br />changed (ordinance, zoning regulation, subdivision ordinances, etc.) A <br />capital improvements program will also be needed (parks, sewers, roads, <br />fire trucks, etc.) Also how will these improvements be financied? He ,:r <br />further esplained the five year capital improvement plan concept and said <br />this will probably require maybe two extra meetings. A meeting schedule <br />was discussed. <br />Mr. Short said Metro Council has an additional $667,000 to administer to <br />help communities continue their planning effort tin 1980 and 1981. It <br />has not been determined how this will be distributed. <br />Mr. Short explained how planning funding was distributed by Metro Council <br />Since Mr. Schumacher was not familiar with Metro funding this esplanation <br />was primarily for his information. <br />It was decided to check with Mr. Mclean, Mr. Volk and Mr. Locher and Mr. <br />Gotwald to set up the capital improvements meeting. Mr. Schumacher will <br />contact Mr. McLean. <br />Mr. Gourley noted the next regular meeting is November 21, 1979. Mr. Doocy <br />moved to adjourn and Mrs. Schwankl seconded the motion.
