FORM B-1 2020 ADJUSTMENTS TO BASE BUDGET <br />DEPARTMENT #:420 FUND:101 <br />NAME:POLICE PROTECTION <br />B-1 & B-2 TOTAL $53,835 TOTAL B1 CHANGES $21,518 <br />1 <br />Account #:4240 Amount (neg if decrease)$3,100 <br />SMALL TOOLS <br />Description of Adjustment: <br />Axon is no longer supporting or selling parts for the TaserX26; therefore, we need to replace all 14 units used by police <br />officers. In order to spread the cost out we are recommending 5 units be purchased in 2020, 5 units be purchased in 2021 <br />and 4 units in 2022. <br />Benefits if done: <br />Continue to provide officers with a proven less lethal option. <br />Implications if not done: <br />Not deploying tasers would eliminate a less lethal option for police officers and result in a high level of force being applied. <br />2 <br />Account #:4300 Amount (neg if decrease)$1,500 <br />PROFESSIONAL SERVICES <br />Description of Adjustment: <br />This budget line will change every year based on the number of Police Officer Standard and Training (POST) license <br />renewals which are on a 3 year cycle (2020 - 6, 2021 - 13, 2022 - 8). There is also a new expense for the bi-annual audit <br />of police video systems which is required by MN law. This audit cost will take place in even years. <br />Benefits if done: <br />The City would continue to operate within the legal requirments of MN law. <br />Implications if not done: <br />The City would not be in compliance with MN law. <br />3 <br />Account #:4321 Amount (neg if decrease)$1,680 <br />TELEPHONE <br />Description of Adjustment: <br />This stems from the addition of one police officer position and costs associated with an upgarde of cell phone equipment <br />to meet the "hands free" requirement passed into law in 2019. This law requires that police staff while operating a squad <br />receive and place phone calls with hands free devices. <br />Benefits if done: <br />The police offier would continue to take and place phone calls in the squad cars while complying with MN law. <br />Implications if not done: <br />Staff would not be able to take or make phones calls in squads leading to delays in communication and a lower level of <br />service. <br />40
