VLAWMO Annual Report - 2007 <br />7 parcels in Anoka County affected, <br />the rest paid the utility fee. <br />The SSU was considered successful <br />in that 86% of the budget was <br />collected directly, the database <br />functioned well, and only those <br />property owners within VLAWMO <br />were paying for watershed support. <br />However, receiving a new bill was <br />confusing for residents of the <br />watershed and processing the utility <br />(billing, receiving and entering <br />payments, etc.) as well as answering <br />questions consumed substantial staff <br />time for more than two montl s. <br />Efficiencies will need to be pursued <br />for the 2009 billing cycle. <br />SUPPORT ONGOING VLAWMO <br />PROGRAMS <br />Wetland Conservation Act <br />Administration <br />VLAWMO continues to provide <br />administrative service for the <br />Wetland Conservation Act for the all <br />area within the watershed. 2007 <br />WCA statistics are included in this <br />report. <br />Water Quality Monitoring Program <br />The Citizen's Lake Monitoring <br />Program has now completed its 11 to <br />year with the new Program <br />Coordinator taking over major <br />responsibility. Many of our <br />volunteers have been faithfully <br />providing samples and data since <br />the beginning of the program. <br />VLAWMO appreciates the work of its <br />dedicated volunteers. Many <br />programs would not be possible <br />without them. No volunteer was <br />found or Amelia Lake and staff has <br />done the sampling on this resource <br />in 2007. <br />Analysis will be available in the 2007 <br />VLAWMO Water Quality Monitoring <br />Report and on the VLAWMO <br />website. <br />Expansion of Water Quality <br />Monitoring. <br />Lambert Creek monitoring <br />With the assistance of the Dave <br />Schuler, Chief Engineer at SPRWS, <br />Kristine Lampert, VLAWMO Program <br />Coordinator and the VLAWMO <br />intern, Jacob Ruzsa and a SPRWS <br />intern Lambert Creek was sampled <br />during the summer of 2007. Those <br />results are also available at the end <br />of this report. <br />BATHTUB WATER QUALITY MODEL <br />The results have also been used in a <br />basic computer model of watershed <br />that can anticipate water quality <br />responses to rain events. This basic <br />model was used by Della Young, <br />HDR Eng. as she developed and <br />calibrated the BATHTUB model of <br />the watershed. The model has been <br />distributed to several of the member <br />communities and will be used in <br />future studies. <br />Lake Level monitoring <br />Pleasant Lake level is monitored by <br />SPRWS and the water level in Birch <br />Lake, White Bear has been tracked <br />by Ramsey County in the past. <br />VLAWMO coordinated with the MN <br />Department of Natural Resources to <br />add four lakes to the Lake Level <br />monitoring program: Gilfillan Lake <br />(62-27P), Birch Lake (62-24P), <br />Goose Lake (62-34P) and Gem Lake <br />(62-37P). VLAWMO has agreed to <br />provide annual calibration assistance <br />-8- <br />
