VLAWMO Annual Report - 2007 <br />in the future. Results are available <br />at the MNDNR website. <br />Education Program <br />Two efforts were implemented in <br />2007. The Raingarden Workshop <br />was held in July for area residents. <br />Ramsey Conservation District <br />provided trainers. Those attending <br />were very interested and several are <br />applying to the VLAWMO cost -share <br />program to help fund their <br />raingarden or shoreline stabilization <br />project. <br />With the co-sponsorship of HDR, the <br />first annual local educational summit <br />was held in October. Several <br />agencies, HDR and VLAWMO <br />provided speakers for the event held <br />at Tamarack Nature Center. <br />Reviews were good, but more <br />attendance would be sought in <br />upcoming years. Information from <br />the presentations is available on the <br />VLAWMO website. <br />WORK PLAN FOR 2008 <br />Structural & Administrative <br />Components <br />♦ WATERSHED BOUNDARY <br />UPDATE WITH ADJACENT <br />WATERSHEDS <br />The Water Plan identified areas <br />of the watershed boundary in <br />need of updating. This will <br />require some minor changes to <br />the legal description, which will <br />be sent to the member <br />communities as a JPA <br />amendment. Provided <br />consensus is achieved with the <br />neighboring watersheds and <br />the affected communites, a <br />petition for boundary change <br />will be sent to the Minnesota <br />Board of Water & Soil <br />Resources for approval. This <br />becomes particularly relevant <br />with the SSU, as parcels within <br />the watersheds must be <br />identified for appropriate fees. <br />♦ The water quality intern will be <br />hired and assist with VLAWMO <br />programs and projects. <br />6 Joint Powers Agreement <br />amendment in the form an <br />updated legal description of the <br />boundary. <br />♦ Adopt a VLAWMO Policy <br />Manual. Modifications will be <br />considered and made as <br />needed. <br />• Implement Stormwater Utility <br />Fee as directed by the <br />VLAWMO Board of Directors. <br />6 Complete the Annual report <br />and Audit as required. <br />WATER QUALITY PROGRAMS <br />♦ Complete a work plan to <br />address the Impaired <br />Waters status of Lambert <br />Creek and develop a Total <br />Maximum Daily Load <br />(TMDL) study as required. <br />♦ Implement new water <br />quality standards from the <br />new Water Plan through <br />Local Water Plans of the <br />member communities. <br />♦ Continue Citizen's Lake <br />Monitoring Program at nine <br />existing sites with possible <br />expansion of metrics. <br />♦ Continue Lambert Creek <br />monitoring program. <br />♦ Continue Lake Level <br />program. <br />6 Work with cooperating <br />agencies to develop the <br />second Sustainable Lake <br />Management Plan for <br />Tamarack Lake. <br />-9- <br />
