Small Wireless Facilities -Telecommunications Attorney Mike Bradley <br />15 introduced himself, noting his experience with drafting local government law (right of <br />16 way, drone, scooters, etc). He reviewed a PowerPoint presentation that included <br />17 information on the following: <br />18 - Small Cell Background, the rise of SG; <br />19 - Actual area served by 5G is small at this point and the technology is out a few <br />20 years; <br />21 (Council Member Stoesz remarked that it's possible that wi-fi construction will <br />22 end as use goes through the 5G network); <br />23 - Impact on Providers and Expected Return; <br />24 - 5G will be delivered in two ways — macro antennas and small cell network; <br />25 - Explanation of Small Cells and Impacts on the City (ROW, aesthetics, staff time); <br />26 - Estimate that it will be at least four years before 5G comes to Lino Lakes; <br />27 <br />28 Council Member Stoesz asked if placement of antennas on private residences is <br />29 anticipated. Mr. Bradley responded that s not as likely but discussion on that type of <br />30 regulation is underway. <br />31 <br />32 - State and Federal Small Cell Laws and Rules (a blended approach between federal <br />33 and state law is recommended); <br />34 - Summary of Proposed Ordinance (permit process through Public Works <br />35 Department); full summary included in written staff report. <br />36 <br />37 Council Member Maher asked if the City could legally opt out of allowing the <br />38 infrastructure and Mr. Bradley said no that is not an option. <br />39 <br />40 Council Member Stoesz suggested that the council should have additional time for review <br />41 of the ordinance before formal consideration. Staff present concurred. <br />42 <br />43 Director DeGardner said his department will begin working on a process to handle <br />44 permitting.
