CITY COUNCIL WORK SESSION <br />APPROVED <br />45 added that other cities are in the same situation so there will be some sharing of <br />46 information while setting up a process that works for Lino Lakes. <br />47 <br />48 Council Member Stoesz asked if there is consideration of the energy that will be used; <br />49 Mr. Bradley explained that state law allows for the City to charge a fee that includes the <br />50 cost of use. <br />51 <br />52 The council will consider the ordinance with a delay of two weeks. <br />53 2. Q2 2019 Public Safety Update —Public Safety Director Swenson reviewed the <br />54 written report, including information on the Police Division and Fire Division statistics. <br />55 Notable events that occurred during the 2" d quarter were reported. Director Swenson <br />56 reviewed 2019 Areas of Focus. He noted two recent resignations from the Police <br />57 Division and a hiring recommendation that may be coming forward. <br />58 <br />59 The council asked that the report be forwarded to all council members. <br />60 3. Public Works Facility —Public Services Director DeGardner was not present so <br />61 Finance Director Cotton stated that staff is seeking basic council direction at this point. <br />62 That would be direction on the options presented by the consultant at the last discussion. <br />63 <br />64 Council Member Rafferty asked about financing options. Ms. Cotton suggested that <br />65 bonding would be the most likely financing tool. She noted that the last year for debt <br />66 service for the YMCA project is 2022 and for the signal project that would be 2023. The <br />67 City could finance this project in an interim fashion until those debt services are done. <br />68 She noted that the figures noted are just construction and there would be additional soft <br />69 costs. <br />70 <br />71 Council Member Rafferty remarked that moving forward with some equipment purchases <br />72 (as requested on the council agenda) without a place to store new equipment is a question <br />73 for him. <br />74 <br />75 Ms. Cotton spoke on options for interim financing, noting the Closed Bond Fund or <br />76 interest only as possibilities. She would work with the City's finance consultant if the <br />77 council wants to move forward. <br />78 <br />79 Mayor Reinert suggested that transportation costs can run very high with such a large <br />80 project so he wonders if Moline Concrete in Lino Lakes would be a good option. This <br />81 would be a bid project. <br />82 <br />83 Mayor Reinert remarked that the scope of the project is the current question eru\w3456for <br />84 the council. <br />85 <br />86 The council would like to receive a professional opinion from Director DeGardner on <br />87 what is practical and needed. <br />88 <br />2 <br />
