Enivornmental Board <br />July 31, 2019 <br />Page 2 <br />DRAFT MINUTES <br /> It was moved by Ms. Holmes to appoint Ms. Kaufenberg for Vice Chair whom <br />respectfully declined at this time. <br /> <br /> It was moved by Ms. Kaufenberg to appoint Ms. Andrzejewski for Vice Chair. Motioned <br />passed. <br /> <br />6. OPEN MIKE <br /> <br />Mr. Sullivan declared Open Mike at 6:45 p.m. <br /> <br />Open Mike closed at 6:46 p.m. <br /> <br />7. ACTION ITEMS <br /> <br />A. Otter Lake Animal Care Center/CUP/Building Addition <br /> <br />This is for a conditional use permit to build an addition on to Otter Lake Animal Care <br />facility at 6848 Otter Lake Road – Otter Lake Animal Care Center. <br /> <br />The proposed plan is to expand the facility to include a 2800-foot extension and expand <br />the parking area for staff. The plan includes utilities (it will be on city water) and a <br />landscape plan. It is already on city sewer. <br /> <br />The developer has submitted an erosion control plan that meets our standards. <br /> <br />Mr. Sullivan asked about the drainage of the existing parking lot. <br /> <br />Mr. Sullivan would like to see water reuse from the ponds for the plants and sod <br /> <br />Mr. Asleson the maintenance agreement has to include both the south pond and the one <br />according to the plan is called basin one which does include two property owners. <br /> <br />Ms. Andrzejewski made a MOTION to approve with the following added <br />recommendations: <br /> <br /> All bordering trees on properties next to the project must be fenced off with <br />orange fence to ensure there is no impacts to private trees <br /> Consider irrigation of plants/grass with water from the drainage pond <br /> No soil will be imported without approval from city engineer <br /> <br />Ms. Kaufenberg seconded the motion. Motion carried 6 - 0 <br /> <br /> B. Poehling Addition-6790 West Shadow Lake Drive/Residential Subdivision <br /> <br />This application is for an existing lot subdivision. This a lakeshore lot on Reshanau Lake <br />at 6790 West Shadow Lake Drive.
