Enivornmental Board <br />March 27, 2019 <br />Page 2 <br />APPROVED MINUTES <br />Mr. Asleson reviewd the background section of the document. <br /> <br />Mr. Beckius reviewed the MS4 items that were completed in 2018. All cities are <br />required to complete the SWPPP every year. <br /> <br />There was focus on educating about what NOT to put in the storm water drains and <br />activities related to enforcing discharges. <br /> <br />There were four site plan reviews, 10 projects and 209 compliance checks. There <br />was also 42 enforcement actions. <br /> <br />Mr. Beckius aslo went over the annual cost for the MS4 program. <br /> <br />The next step for MS4 is reviewing pond assessments for sediments, a builders <br />workshop was recently held and the draft permit is expeced within the next month <br />with a final permit approved in the fall. <br /> <br />Ms. Andrzejewski asked how often inspections are typically done and if it is <br />effective. <br /> <br />Mr. Asleson stated that yes, they are effective – 8 houses were red tagged twice last <br />year and no one wants to be tagged for then they have to stop their building. As far <br />as checking on the projects, he may check on them every other week. There is an <br />electronic system that sends updates about how the projects should be processing so <br />then he knows when he should check on them. Also all projects have to be inspected <br />weekly after a rain event. <br /> <br />Ms. Kaufenberg asked if there are any non-dediment BMPs being considered – such <br />as fertilizer contamination. <br /> <br />The importance of education about dog waste BMP’s was discussed. The <br />compostable doggie bags available at some city parks is a nice reminder for people <br />to pick up after their dogs. <br /> <br />Mr. Sullivan asked if there is any educational material about salt use and washing of <br />cars. <br /> <br />Mr. Asleson stated that there is one to two information articles posted in every city <br />newsletter. <br /> <br />Ms. Kaufenberg asked how it’s decided when or which houses receive a door hanger <br />reminding them about illicit discharge. <br /> <br />Mr. Asleson said it usually starts with a phone call to the city and then a door hanger <br />is placed at that resident. That usually takes care of the situation. <br />
