COUNCIL MINUTES <br />APPROVED <br />45 August 12, 2019 City Council Meeting Minutes <br />46 <br />47 FINANCE DEPARTMENT REPORT <br />48 There was no report from the Administration Depa, ment. <br />49 <br />5o ADMINISTRATION DEPARTMENT REPORT <br />Approved <br />51 3A) Consider Appointment of Environmental Coordinator —Human Resources Manager <br />52 Bartholomew reviewed the staff recommendation to approve the appointment of Thomas Hoffman to <br />53 the position of Environmental Coordinator. She reviewed Mr. Hoffman's qualifications and <br />54 professional background. If approved Mr. Hoffman would start in the new position in mid- <br />55 September. <br />56 Council Member Manthey moved to approve the appointment of Thomas Hoffman as recommended. <br />57 Council Member Maher seconded the motion. Motion carried on a voice vote <br />58 <br />59 PUBLIC SAFETY DEPARTMENT REPORT <br />60 4A) Consider Authorization to sell Canine Justice to Officer Pete Noll — Public Safety Director <br />61 Swenson reviewed his recommendation that the Police Department be authorized to sell retiring K9 <br />62 Justice to his handler, Officer Pete Noll. <br />63 Council Member Maher moved to approve the sale of Canine Justice as recommended. Council <br />64 Member Rafferty seconded the motion. Motion carried on a voice vote <br />65 <br />66 PUBLIC SERVICES DEPARTMENT REPORT <br />67 There was no report from the Public Services Department. <br />68 <br />69 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />70 <br />71 6A) Consider Resolution No. 19407, Accepting bids, Awarding a Construction Contract, 2019 <br />72 Water Tower No. 3 Project — City Engineer Hankee reported on the history of this new water tower <br />73 project coming forward. Ms. Hankee reviewed elements of the project, alternates for the project, and <br />74 the bid process/low bidder. The recommendation is to approve the base bid. She noted that Greg <br />75 Johnson, WSB & Associates, was present to answer specific questions. Construction oversight <br />76 services are also proposed. Completion is proposed for August 2021. <br />77 <br />78 Mayor Reinert confirmed the amount of the engineer's original estimate compared to the proposed <br />79 cost. <br />80 <br />81 At the Mayor's request, Ms. Hankee explained how a water tower project is funded. Water towers <br />82 serve the entire community so when new infrastructure is done by the City as part of development, <br />83 trunk charges occur and they are used for trunk improvements in the water and sanitary systems. <br />84 <br />2 <br />
