COUNCIL MINUTES <br />APPROVED <br />85 Council Member Stoesz asked if it would be appropriate to plan for a fence around the tower. Ms. <br />86 Hankee said her understanding is that fences are installed where specifically needed, based on City <br />87 direction. <br />88 <br />89 Council Member Manthey asked if the ground work around the water tower (for future park <br />90 development) will be done next year? Ms. Hankee said timing on that work is yet to be determined. <br />91 Council Member Manthey moved to approve Resolution No. 19-107 as presented. Council Member <br />92 Stoesz seconded the motion. Motion carried on a voice vote; Council Member Rafferty abstained. <br />93 6B) Consider Resolution 19-106, Rejecting Bids and Authorizing Rebid for 2020 Construction, <br />94 East Cedar Street & 24th Avenue/Elmcrest Avenue North Improvement Project — City Engineer <br />95 Hankee noted that bids were received on this joint project planned with the City of Hugo. The bids <br />96 received were substantially over the estimate. Staff proposes that the project be rebid next year and <br />97 savings are anticipated. <br />98 Mayor Reinert noted that the City remains committed to the project. Staff was directed to give appropriate <br />99 notice to impacted residents. <br />l0o Council Member Maher moved to approve Resolution No. 19-106 as presented. Council Member <br />101 Manthey seconded the motion. Motion carried on a voice vote. <br />102 6C) Consider Resolution No. I9-108, Authorizing Update of Pavement Management Ratings — <br />103 Community Development Director Grochala explained that it is normal procedure for the City to have <br />104 an engineer look at twenty-five percent of the City's streets each year to identify status and plan for <br />105 necessary work. A contract for that work is proposed. <br />106 The council discussed the importance of the pavement management program and the rising amount of <br />107 funds that have been dedicated to improving City roadways. <br />108 Council Member moved to approve Resolution No. 108 as presented. Council Member seconded the <br />l09 motion.
