Before the City pursues full or partial abandonment of any public drainage system, they will engage with RCWD early in the process. NA 3.5.1 3.5.1A 9 Support RCWD’s implementation of ditch activities and Resource Management Plans by providing input where it impacts the city’s drainage system and development plans by encouraging: • Integrating management of ditch systems and adjacent wetland and upland systems; • Maintaining ditch systems being used for agricultural benefit; • Using branch maintenance in rural areas, retrofits in urbanizing areas and master planned communities with greenways and open space to reduce downstream flooding and retain and reuse water in the local catchments; • Minimizing future ditch maintenance costs by developing a self-sustaining design; • Work with private landowners to retrofit/implement multi-functional Greenway System, for those parcels that are not part of a Master Plan or are already developed.
