The project includes <br />proposed surface improvements of 24th Avenue/Elmcrest Avenue North, and East Cedar Street. <br />A Joint Powers Agreement (JPA) was approved earlier this month by the City of Hugo and the <br />City of Lino Lakes. The JPA outlines that the East Cedar Street improvements are the financial <br />responsibility of the City of Lino Lakes and the 24th Avenue/Elmcrest Avenue improvements are <br />the financial responsibility of the City of Hugo. <br /> <br />Project Understanding <br /> <br />The final project costs to each community will be based on the percentage of construction and <br />engineering costs as outlined in the JPA. <br /> <br />A summary of the project scope is described as follows: <br /> <br />East Cedar Street (City of Lino Lakes financial share) <br />· Reclaim existing pavement section and paving from Otter Lake Road to the east <br />approximately 1300 feet. <br />· Grading and paving an existing gravel section of roadway from 1300 feet east of Otter <br />Lake Road to the east approximately 1300 feet. <br /> <br />24th Avenue/Elmcrest Avenue North (City of Hugo financial share) <br />· Grading and paving existing gravel section from Tart Lake Road to the south <br />approximately 2300 feet. <br /> <br />Scope of Engineering Services <br /> <br />WSB is pleased to provide professional engineering services for the East Cedar Street & 24th <br />Avenue/Elmcrest Avenue North Improvement Project including final design, topographic surveys, <br />soil borings and geotechnical evaluation, permitting, and public involvement with project <br />stakeholders. Below is a detailed description of the engineering services and WSB’s proposed <br />approach. <br /> <br />I. Data Collection & Field Documentation
