Final Design & Permitting <br />The scope of services for this phase will further the design of the project including the <br />creation of a full set of plans of the proposed improvements and coordination with private <br />utility companies. WSB will assist the City in obtaining approvals from governmental <br />authorities having jurisdiction over the project if it is determined that they are needed <br />including the preparation of permit application(s) and/or approval requests and will assist <br />the City with submitting the applications/approval requests to the appropriate regulatory <br />agencies. <br /> <br />a. Private Utility Coordination <br />Private utility coordination will be conducted to ensure that all parties with facilities in <br />the project area are notified of proposed City project improvement, scheduling, <br />proposed private utility installations, and possible impacts. This task includes one <br />coordination meeting with affected utility companies, preparation of meeting minutes, <br />and continued coordination and communications throughout the design process. <br /> <br />b. Final Plan Preparation and Design Review <br />The final plans created in AutoCAD will detail the removals, location and grade of the <br />street improvements, street cross sections, culvert replacement as necessary, <br />pedestrian connections, restoration, erosion control, traffic control, and SWPPP <br />documentation. <br /> <br />III. Construction Documents & Bidding Process <br />Upon completion of permitting and agency review and approval WSB will develop the <br />final project plans and specifications in preparation for bidding and construction. This task <br />will include an internal QA/QC review of the final plans, final quantities, and <br />specifications. <br /> <br />WSB will print, assemble, and submit the final contract documents to the City and request <br />authorization to advertise the project for bidding each project. WSB will receive and <br />respond to bidder inquiries concerning the plans, specifications, and intent of the project. <br />Logs of all inquiries will be kept and maintained to document inquiries. WSB will attend <br />the project bid opening with the City. <br /> <br />WSB will review the low bidder’s bid proposal for each project, contractor’s and <br />subcontractor’s personnel proposed for the project and relative experience, quality and <br />availability of equipment, performance on similar projects, references, nature and extent <br />of other similar contracts, whether or not the contractor or subcontractors have ever been <br />denied contract award, and any other information that would affect the ability of the <br />contractor to perform the work. <br /> <br />IV. Construction Services <br />Construction Services have not been included with this proposal. A separate proposal will <br />be provided at the request of the City once final plans are completed approved. <br /> <br />Proposed Fee <br /> <br />A copy of the project task hour budget is attached for your reference. Based on the proposed <br />task hour budget, WSB will complete the scope of work for both projects discussed herein on <br />hourly basis for a not-to-exceed amount of $128,968. Per the Joint Powers Agreement with the <br />City of Hugo, Lino Lakes share would be responsible for approximately 63% of this amount, <br />which is $81,250. The proposed total construction cost with contingency was estimated to be <br />$785,000.
