CITY COUNCIL WORK SESSION March 5, 2019 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : March 5, 2019 4 <br />TIME STARTED : 6:00 p.m. 5 TIME ENDED : 9:10 p.m. 6 MEMBERS PRESENT : Council Member Rafferty, 7 Manthey, Stoesz and Mayor Reinert 8 <br />MEMBERS ABSENT : Council Member Maher 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 <br />Swenson; Community Development Director Michael Grochala; City Planner Katie 12 Larsen; Public Services Director Rick DeGardner; City Engineer Diane Hankee. 13 <br />1. 12th Avenue Trail – City Engineer Hankee noted that the council is considering a 14 <br />trail connection in this area as requested by area residents. Based on preliminary design 15 <br />work and meeting with property owners in the area, options have been identified: east 16 <br />side with existing ditch system; east side with adding curb and gutter along 12th Avenue; 17 and west side at 12th Avenue. Staff did engage residents in establishing these options and 18 on drainage issues. Ms. Hankee noted cost estimates and said that staff would like to 19 <br />discuss financing options with the council; staff is recommending that the council 20 <br />consider funding as part of 2020 budget discussions. 21 <br /> 22 Council Member Manthey remarked that he appreciates the willingness of the property 23 owners to get this project done. The cost has come in higher than expected. 24 25 <br />Mayor Reinert asked if there is any other work in that area in the foreseeable future and 26 <br />Community Development Director Grochala said nothing with the street there; something 27 <br />further down. The council will have to discuss this project as part of next year’s budget. 28 <br /> 29 Council Member Rafferty remarked that the situation is unique; there’s traffic and speed 30 and a safety situation that has been brought to the council’s attention. 31 <br /> 32 <br />A resident noted that getting to the park is a big part of the situation but there are also a 33 <br />lot of people walking dogs; she noted also that there is quite a drop off. 34 <br /> 35 Council Member Stoesz asked if it would be feasible to make the shoulder of the road 36 wider as a temporary project. Ms. Hankee said that was considered but wasn’t identified 37 as a good fix for the long term and for the cost. 38 <br /> 39 <br />Mayor Reinert asked that the matter come back to the council at the May work session to 40 <br />keep it on the radar. He explained for the residents who were present how the city 41 <br />collects a park dedication fee. The residents asked where their park dedication funds 42 went and Mr. Grochala said probably Birch Park and Holly trail. 43
