Lyngblomsten Senior Living Community – City Planner Larsen noted that this 45 <br />project has been reviewed at the Planning and Zoning board and also at a 46 <br />neighborhood meeting. She reviewed a PowerPoint presentation outlining: 47 <br />- Background on the land use application for the redevelopment; 48 <br />- Site location map; 49 <br />- A general overview of the project elements proposed (218 housing units, club 50 <br />house, parking lots, future restaurant, future commercial development); 51 <br />- Senior living community is proposed (elements reviewed); 52 - Senior living campus is included (elements reviewed); 53 - 3D rendering of the proposed project; 54 <br />- History of Lyngblomsten; a longstanding local organization serving older 55 <br />adults; noted that some services would be available to non-development 56 <br />residents; 57 <br />- The project includes three phases and elements; 58 <br />- Zoning and land use review; 59 - Density (9.36 units per acre net density); 60 <br />- Master Plan that was approved for the area previously; comparison with 61 <br />master plan overview and Lyngblomsten plan overview; 62 <br />- Transportation and access; 63 <br />Regarding the transportation element, Mayor Reinert recommended that staff 64 <br />include discussion of a roadway alignment as they look at roadway work. 65 Director Grochala explained how the County is looking at building on some 66 improvements. Council Member Stoesz mentioned people coming out of the 67 <br />gas station and the sharp ending of the trail on the Shoreview side. Ms. 68 <br />Larsen noted that the trail is part of Anoka County’s regional system. 69 <br />- Traffic study submitted in January; study findings were reviewed; overall level 70 <br />of services; 71 - Trails and open space planning; 72 - Greenspace buffers (existing trees and more plantings planned); 73 <br />- Utility Improvements planned; 74 <br />- Stormwater utilities planned; 75 <br />- Site design and urban form; 76 <br />- Architecture review (building views, tree preservation, landscaping); 77 - Impervious surface meets requirements; 78 - Preliminary plat (common areas to be maintained by Lyngblomsten); There 79 <br />was discussion about commercial development on the corner of Hodgson and 80 <br />County Road J; 81 <br />- Park dedication fees (trail construction costs will be deducted); 82 <br />- Design guidelines (would come forward with final design/plat); 83 <br />- Architectural design standards (will continue being developed); 84 - Summary (benefits gained, setbacks); 85 <br />- Results of Planning and Zoning Board review; 86
