CITY COUNCIL WORK SESSION <br />JOINT MEETING - 2040 COMPREHENSIVE PLAN March 5, 2019 <br />DRAFT <br /> 2 <br />Mr. Stoesz asked if we can require developers to be required to use visuals. Mrs. Lindahl 45 <br />noted visuals were common for large developers but could be a barrier for homeowners 46 <br />or small businesses. 47 <br /> 48 <br />Chair Tralle noted that he found the PUD to be an effective tool for the Planning and 49 <br />Zoning Board because it allows the board to get the best proposals possible for the City. 50 <br /> 51 <br />Mr. Laden noted that master planning and planning studies have benefited the City. He 52 <br />inquired if there would be master plans for other areas of the City. Mr. Grochala noted 53 <br />that the City is broken into different areas in the Comprehensive Plan and the 54 <br />implementation section is meant to be a work plan for each area. 55 <br /> 56 <br />Mr. Stoesz asked if any of the surrounding cities were measuring park usage. Mr. 57 <br />Grochala noted that consumer surveys are the best way to understand park usage. Staff 58 <br />discussed observed park usage trends in Lino Lakes. 59 <br /> 60 <br />Mrs. Peacock asked if there were guidelines for which areas can have bike lanes. Mr. 61 <br />Grochala explained the link and connection of trails through the city trails. 62 <br /> 63 <br />Mr. Ruhland asked if there is a vetting process for developers. Mr. Grochala stated that 64 <br />there is not a vetting process unless the City has dollars in the project. 65 <br /> 66 <br />Mr. Grochala explained the escrow dollars are required by developers. 67 <br /> 68 <br />Chair Tralle expressed concern around a specific development and its residents not 69 <br />receiving their mail. 70 <br /> 71 <br />Mayor Reinert expressed his appreciation for the staff’s work on the Comprehensive 72 <br />Plan. 73 <br /> 74 <br />Staff unanimously voted to have a public hearing regarding the Comprehensive Plan in 75 <br />April. Next steps for the Comprehensive Plan will include: 76 <br /> April 10th – Planning and Zoning board meeting, Public Hearing 77 <br /> May 6th and May 13th – City Council to approve for comment 78 <br /> November and December – Submit to Met Council 79 <br /> Final adoption 2020 80 <br /> 81 <br />The meeting was adjourned at 7:29 p.m. 82 <br /> 83 <br />These minutes were considered, corrected and approved at the regular Council meeting 84 <br />held on March 25, 2019. 85 <br /> 86 <br /> 87 <br /> 88 <br />Monika Mann, Comm.
