Anoka <br />County and Ramsey County are also analyzing turn lane options along CR J and CSAH 49 that <br />are outside the scope of the Lyngblomsten project. <br /> <br />• The access points, right of way, and internal circulation routes noted above are to create a <br />circulation network serving all properties in the study area rather than individual <br />driveways onto arterial and collector roads that serve only individual properties. <br /> <br />A public road will extend north-south through the development providing public access to the <br />senior housing complex, restaurant and future commercial development. The road right-of- <br />way is 60 feet wide and the paved road surface is 32 feet back to back. Sidewalk is proposed <br />on both sides of the public road on the north end and on the east side toward the south end <br />closest to the development. On-street parking will be allowed. <br /> <br />A 26 foot wide private road will serve the cottage home neighborhood. Sidewalk is proposed <br />on the south side and will connect to the public road sidewalks. Two parking areas with a total <br />of 11 parking stalls are provided on the west and east ends of the private road for visitors. No <br />parking will be allowed on the private road. <br /> <br />The southerly right in/right out access off of CSAH 49 (Hodgson Road) will also be a private <br />road. The paved road surface has been reduced from 32 to 26 feet wide back to back. Both <br />private roads will be owned and maintained by the developer. <br /> <br />• The Hodgson/CR J intersection is to be signalized prior to or as part of any significant <br />development in the study area. This is to be a cooperative effort of Anoka and Ramsey <br />Counties, the Cities of Lino Lakes and Shoreview, and developers. Specific design <br />requirements are to be determined. <br /> <br />Signals were installed at the intersection in 2008 and modified in 2017. <br /> <br />• Other road improvement needs such as additional lanes, median, and the like will be <br />designed in cooperation with Anoka and Ramsey Counties, the Cities of Lino Lakes and <br />Shoreview, and developers, as appropriate. Specific design requirements are to be <br />determined. <br /> <br />Both northbound and southbound turn lanes are proposed at the northern full access. <br />Southbound right turn lanes are proposed at the Hodgson right-in/right-out and at the Hodgson <br />and CR J intersection. A westbound right turn lane is proposed at the CR J right-in/right-out. <br />The final configuration of improvements will be developed through a design process including <br />Anoka and Ramsey County. Improvements along CR J will also include input from the City of <br />Shoreview. <br /> <br />Additionally, Anoka County and Ramsey County are analyzing other turn lane improvements <br />to the overall area transportation system that are outside the scope of the developer’s project. <br /> <br />• The quantity of development of the area will be limited to ensure that traffic generation <br />does not exceed the capacities of Hodgson Road, the intersection with Co Rd J, or the new
