22 <br /> <br /> <br />The traffic analysis evaluated four surrounding intersections adjacent to the project area. <br /> <br />• Co Rd J at Woodbridge Ln <br />• Co Rd J at St. Albans St <br />• Co Rd J at Hodgson Rd <br />• Hodgson Rd at Rohavic Ln <br /> <br />As discussed in the WSB Transportation Memorandum, dated February 6, 2019, all <br />intersections, meet the City Code requirements. However, it was noted that the worst <br />movement at the CR J and Hodgson intersection, during the PM peak period, changed from a <br />LOS D to LOS E. The proposed southbound Hodgson Road right turn lane, at CR J adequately <br />mitigates for this degradation. <br /> <br />Additionally, City is working with Anoka and Ramsey County Highway Departments to <br />evaluate other improvements that would improve overall intersection operations. Specific <br />improvements will be worked out in a collaborative fashion with the two counties and the City <br />of Shoreview. Staff is hopeful that additional improvements could be completed in conjunction <br />with the Lyngblomsten project. <br /> <br />Subdivision Ordinance <br /> <br />Conformity with the Comprehensive Plan and Zoning Code <br /> <br />The preliminary plat is consistent with the comprehensive plan and Master Plan. <br /> <br />Blocks and Lots <br /> <br />The preliminary plat consists of 6 existing parcels. These parcels are individually owned by 4 <br />different entities. Lyngblomsten currently has purchase agreements in place with all 4 owners. <br />The senior living community and restaurant are located on one existing 17 acre parcel. The <br />future commercial development will be a redevelopment of the remaining 5 parcels (3 acres) <br />which is currently occupied by an insurance business, vacant liquor store and recently <br />demolished 49 Club. If the terms of purchase agreement for the 3 acre commercial parcel are <br />not finalized between the private parties, the preliminary plat could be revised and the final plat <br />presented with just the one 17 acre parcel that contains the senior living campus and restaurant. <br />The 3 acre parcel would need to possibly preliminary plat and final plat at a future date. <br /> <br />The revised March 11, 2019 preliminary plat is summarized below. <br /> <br /> <br />Lot or Outlot Size Purpose Ownership Square Feet Acres <br />Lots 1-16 and Lots <br />18-21, Block 1 3,933-4,209 sf 0.09-0.10 <br />acres 20 cottage homes Lyngblomsten <br />Lot 17, Block 1 25,495 sf 0.59 acres Clubhouse Lyngblomsten <br />Lot 22, Block 1 197,628 sf 4.54 acres Common open Lyngblomsten
