Sheet L2.0 shall include the entire 20 acre parcels and revised <br />calculations. <br /> <br />The landscape plan has been revised so trees are not located within the Hodgson Road right-of- <br />way; however, Sheet L2.1 shall be revised so coniferous trees are at least 15 feet from the trail <br />and deciduous trees are at least 10 feet from the trail. <br /> <br />Signage <br /> <br />Sheet L2.6, NE Greenspace Plan indicates an entrance monument sign on the north side of the <br />public road. The sign area is landscaped and it outside of the 100 foot vision triangle. Sheet <br />A17, Signage Exterior provides detail of a monument sign. The sign is 6’4” high and 25 feet <br />long. Materials include sandblasted concrete and stone. A separate Sign Permit Application is <br />required for all wall signs and monument signs. <br /> <br />A master sign plan for the 20 acre site is required and shall be incorporated into the Design <br />Standards. This master sign plan should include a City of Lino Lakes gateway sign/monument <br />at the intersection of Hodgson Road and CR J. <br /> <br />Impervious Surface Coverage <br /> <br />The allowed impervious surface coverage in a mixed use area is 75%. The proposed 56% post- <br />development impervious surface coverage is compliant. Per the March 11, 2019 Storm Water <br />Management Plan: <br /> <br /> Pre-Development Post-Development <br />Impervious 1.93 acres (0.09%) 11.51 acres (56%) <br />Pervious 18.80 acres (99.91%) 9.22 acres (44%) <br />TOTAL AREA 20.73 acres (100%) 20.73 acres (100%) <br /> <br />Traffic Study <br /> <br />The proposed project is anticipated to generate approximately 1,473 daily trips. 69 trips are <br />estimated to be generated in the AM peak period (7:00 to 8:00) and 123 trips in the PM peak <br />(4:30 to 5:30). <br /> <br />A detailed traffic analysis was completed to describe the operating conditions of intersections <br />surrounding the site in terms of a Level of Service (LOS). Facilities are given letter <br />designations from “A” (best operating conditions) to “F” (worst conditions). A Level of <br />Service “D” represents the threshold for acceptable overall intersection conditions during a <br />peak hour. <br /> <br />City Code establishes minimum Level Of Service (LOS) requirements. The Code states that if <br />the LOS is A or B, the proposed subdivision will not the degrade the LOS more than one grade. <br />If the LOS is C or D it will not degrade the LOS. Intersections with a LOS of E or F must be <br />improved to ensure a LOS of D or better.
