Council Member 90 <br />Maher seconded the motion. Motion carried on a voice vote. 91 <br /> 92 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 93 <br /> 94 <br />6A) Lyngblomsten Senior Living Community: i. Consider First Reading of Ordinance No. 07-95 <br />19 Rezoning Property from GB, General Business to PUD, Planned Unit Development; ii. 96 <br />Consider Resolution No. 19-42 Approving PUD Development Stage Plan/Preliminary Plat – City 97 <br />Planner Larsen reviewed a PowerPoint presentation that included information on: 98 <br />- The land use application for rezoning, PUD, preliminary plat and site plan review; 99 <br />- 20 acre site; 100 <br />- P&Z held a public hearing in February that was fruitful; some changes made based on 101 <br />discussion; 102 <br />- General project overview (3D rendering); 103 <br />- Transportation and access review; 104 <br />- Greenspace buffers; 105 <br />- Preliminary plat, including changes from original preliminary plat; 106 <br />- Community garden was replaced by storm water pone (to meet requirements); 107 <br />- Site design, urban form; 108 <br />- Building, architecture and setbacks; 109 <br />- Park dedication fees. 110 <br /> 111 <br />Mayor Reinert remarked that senior housing is developing fast right now due to need. This city is 112 <br />being specific, however, about what development will be welcomed here. The baby boom will end 113 <br />and the units will have to be maintained and having a quality product is important. He spoke about 114 <br />Lyngblomsten as a good developer. He reviewed the development rendering and how it has been 115 <br />planned. He noted the elements of the project and how they will fit into the area. 116 <br /> 117 <br />Council Member Stoesz asked if the County Road J roadway entrance will be restricted and Ms. 118 <br />Larsen said it will be right in/right out. 119 <br /> 120 <br />Council Member Manthey remarked that the residents to the west of the development have been 121 <br />involved in the development process and he thinks they approve of the project. 122 <br /> 123 <br />Council Member Manthey moved to approve the 1st Reading of Ordinance No. 17-19 as presented. 124 <br />Council Member Stoesz seconded the motion. Motion carried on a voice vote. 125 <br /> 126
