COUNCIL MINUTES April 22, 2019 <br />DRAFT <br />2 <br />FINANCE DEPARTMENT REPORT 46 <br /> 47 <br />There were no reports from the Finance Department. 48 <br /> 49 <br />ADMINISTRATION DEPARTMENT REPORT 50 <br />3A) Consider Appointment of Accountant – Human Resources Manager Bartholomew reviewed 51 <br />her written staff report recommending the appointment of internal candidate Tracy Thoma to the 52 <br />Accountant position recently vacated by a retirement. Ms. Thoma’s qualifications were reviewed. 53 <br />Council Member Manthey moved to approve the appointment of Tracy Thoma as recommended. 54 <br />Council Member Stoesz seconded the motion. Motion carried on a voice vote. 55 <br />3B) Consider 2nd Reading and Passage of Ordinance No. 02-19, Amending Chapter 208 of the 56 <br />City Code relating to Public Safety Department – Administrator Karlson explained that staff is 57 <br />seeking final approval of this ordinance that updates the City Code section relating to the Public Safety 58 <br />Department. Notable is the amendment that once this amendment is adopted and implemented, a 180 59 <br />day time frame will be dictated for changes to the ordinance. 60 <br /> 61 <br />Mayor Reinert remarked that the amendment also includes a change requiring the Police Chief to report 62 <br />to the Administrator. 63 <br />Council Member Maher moved to waive the full reading of Ordinance No. 02-19. Council Member 64 <br />Rafferty seconded the motion. Motion carried on a voice vote. 65 <br />Council Member Rafferty moved to approve the 2nd Reading and passage of Ordinance No. 02-19 as 66 <br />presented. Council Member Maher seconded the motion. Motion carried: Yeas, 5; Nays none. 67 <br /> 68 <br />PUBLIC SAFETY DEPARTMENT REPORT 69 <br /> 70 <br />4A) Consider Accepting Monetary Donation to the Canine Unit – Public Safety Director 71 <br />Swenson explained that staff is seeking authorization to accept a donation from the Centerville Lions. 72 <br /> 73 <br />Mayor Reinert recognized Tom Wilharbor, Treasurer of the Centerville Lions. 74 <br /> 75 <br />Mr. Wilharbor presented a check in the amount of $250 to be used for the City’s efforts in 76 <br />maintaining a canine on the Public Safety force. 77 <br /> 78 <br />The mayor thanked Mr. Wilharbor for his past service as Mayor of Centerville and for the donation. 79 <br /> 80 <br />Council Member Rafferty moved to accept the donation as recommended. Council Member Manthey 81 <br />seconded the motion. Motion carried on voice vote. 82 <br /> 83 <br />PUBLIC SERVICES DEPARTMENT REPORT 84 <br /> 85 <br />There was no report from the Public Services Department. 86
