COUNCIL MINUTES April 22, 2019 <br />DRAFT <br />3 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 87 <br /> 88 <br />6A) Consider 2nd Reading of Ordinance No. 07-19 Approving Rezoning for Lyngblomsten – 89 <br />City Planner Larsen reiterated the purpose of the ordinance, noting that this is a request for second 90 <br />reading and passage of the ordinance. 91 <br />Council Member Stoesz moved to waive the full reading of Ordinance No. 07-19. Council Member 92 <br />Manthey seconded the motion. Motion carried on a voice vote. 93 <br />Council Member Maher moved to approve the 2nd Reading and passage of Ordinance No. 07-19 as 94 <br />presented. Council Member Manthey seconded the motion. Motion carried: Yeas, 5; Nays none. 95 <br />6B) Eastside Villas: i. Consider Resolution No. 19-48 Approving PUD Final Plan/Final Plat; 96 <br />ii. Consider Resolution No. 19-49 Approving Development Agreement and Planned Unit 97 <br />Development Agreement – City Planner Larsen reviewed a PowerPoint presentation outlining the 98 <br />following: 99 <br />- Background, elements; 100 <br />- Land Use Application; 101 <br />- Aerial Map indicating location; 102 <br />- Preliminary Plat; 103 <br />- Housing options; 104 <br />- Noise fence and berm; 105 <br />- Park dedication fees. 106 <br /> 107 <br />Mayor Reinert asked the developer (present) about the sale price for the units. Mr. Hokanson indicated 108 <br />the price will be in the range of $349,000. 109 <br /> 110 <br />Council Member Maher pointed out a language concern (“No garage shall not protrude…”) in design 111 <br />standard 2b. Staff will correct that language. 112 <br />Council Member Manthey moved to approve Resolution No. 19-48 as amended to reflect a correction 113 <br />to the second resolved clause, Item 2b. Council Member Maher seconded the motion. Motion carried 114 <br />on a voice vote. 115 <br />Council Member Manthey moved to approve Resolution No. 19-48 as presented. Motion carried on a voice vote. 117 <br />6C) Consider Resolution No. 19-50 Approving Participation in Anoka County CDBG and 118 <br />HOME programs - Community Development Director Grochala reviewed his written staff report 119 <br />requesting that staff be authorized to continue the City’s participation in the Community 120 <br />Development Block Grant (CDBG) and HOME programs, continuing that participation for four 121 <br />years. 122 <br />Council Member Stoesz asked if the programs benefit homeowners directly in any way? Mr. 123 <br />Grochala said there are programs at the county level that can be accessed by homeowners directly. 124 <br />Council Member Stoesz suggested that information be included on the City website. 125
