8 <br /> <br /> <br />Request: Jeff Joyer and Ron Mikolai spoke during the public hearing and requested this 4.91 <br />acre parcel be guided for a residential use at a density of 10 units per acre. The 2030 <br />Comprehensive Plan currently guides this parcel as mixed use and allows for 8-15 units per acre. <br />The proposed 2040 Comprehensive Plan guides this parcel as medium density residential and <br />allows for 4-6 units per acre. The parcel is currently in the 1A Utility Staging Area (2008-2015) <br />and municipal utilities exist along Lake Drive. <br /> <br />Recommendation on Blue Heron Enterprises LLC Request <br /> <br />Staff does not recommend the higher residential density request. Due to the surrounding low <br />density, single family neighborhood, the medium density residential is a better transition between <br />the low density residential and adjacent CSAH 23 (Lake Drive). The parcel has been guided for <br />mixed use since 2011 that allowed for 8-15 units per acre but no development presented an <br />interest in the higher density. The comparable 2040 Comprehensive Plan land use designation <br />would be Planned Residential/Commercial that would allow for 8-10 units per acre but neither <br />staff nor the Planning & Zoning Board recommended this change. <br /> <br />F. Property Owners: Jeff and Mary Jo Joyer (Waldoch Farm) <br /> <br />Property ID: #04-31-22-31-0004 <br /> <br />Request: The Joyer Family owns several parcels totaling over 150 acres along CSAH 23 (Lake <br />Drive) and CSAH 14 (Main Street). The 2040 Comprehensive Plan proposes the 40+ acres <br />abutting CSAH 23 (Lake Drive) be in the Stage 2B (2035-2040) utility staging area. The Joyers <br />are requesting approximately 10 acres of this property be in the Stage 1A (2018-2025) utility <br />staging area in exchange for 10 acres of their 18 acre parcel along Main Street be placed in the <br />2035-2040 staging area. <br /> <br />The property is located within Sanitary Sewer District 2 and is served by MCES Interceptor <br />8361, a 24 inch gravity sewer located along North Road. Utility extension is planned to extend <br />from the south to north along CSAH 23 (Lake Drive) in an orderly progression as development <br />takes place. The nearest utilities are ¼ mile south of the site. <br /> <br />Recommendation on Waldoch Farm Request <br /> <br />Due to the property’s location in relation to existing municipal services, staff does not <br />recommend a change in the utility staging at this time. Staff does support the future extension <br />of municipal watermain to service the existing business for fire protection purposes. <br /> <br />Staff does recommend that any change or swap of utility staging areas be considered in <br />conjunction with a standalone comprehensive plan amendment based on proposed use of the <br />property. <br /> <br /> <br />
