He expressed their concerns <br />regarding the requirement that the future master plan include all three property owners <br />(Lundgren, Noren and North Oaks Farms, Inc.). <br /> <br />D. Hawkins Trustee <br /> <br />Property ID: #35-31-22-43-0003 <br /> <br />Request: Mark Riverblood and Amy Donlin submitted an email request regarding the 4.48-acre <br />property located between I-35E and Otter Lake Road directly north of County Road J (Ash <br />Street). The 2040 Comprehensive Plan guides the property as Permanent Rural and proposes <br />their property be in the No Service area of the utility staging area. This is consistent with the last <br />2020 and 2030 Comprehensive Plan update. They are requesting that the property be guided <br />Mixed Use or placed in a Land Use Study area and be placed in the Stage 1A (2018-2025) utility <br />staging area. <br /> <br />The property is located within Sanitary Sewer District 3 which flows to the MCES Meter M220 <br />and Gravity Interceptor 802325 on the east city border at Cedar Street. Utility extension is <br />planned to extend south of the current location (approximately ¾ of a mile north) after 2040. <br />Land to the north would need to develop to provide services to this site. <br /> <br />Recommendation on Requests <br /> <br />Due to the properties location in relation to existing municipal services staff does not recommend <br />a change in the utility staging at this time. Development at this time would result in a premature <br />extension of public services. The 2040 Comprehensive Plan no longer has a Mixed Use district. <br />Reclassifying the property to Signature Gateway or other commercial designation is not <br />recommended given the close proximity to Otter Lake. Future consideration may be given to a <br />low to medium density residential classification consistent with proposed post 2040 (Full Build) <br />surrounding land uses. As the city continues to work with Anoka and Ramsey counties on <br />possible County Road J improvements, we will evaluate the impact on adjacent parcels. <br /> <br />Staff would support a change to the Planning District 3 text to add a new bullet “As the City <br />continues to work with MnDOT, Anoka County and Ramsey County on proposed County Road J <br />improvements and an upgrade to a full interchange to I-35E, the city will evaluate possible plan <br />land use changes in the area” <br /> <br />Mr. Riverblood and Ms. Donlin supported staff’s recommendation. <br /> <br />E.
