COUNCIL MINUTES May 28, 2019 <br />DRAFT <br />2 <br />Consider Approval of Resolution No. 19-62, Approving 46 <br />a Peddler License for Garage Coating of Minnesota Approved 47 <br /> 48 <br />Consider Approval of Resolution No. 19-61, Approving an 49 <br />Extension to Start Construction of Distinctive Elements Tile 50 <br />And Design, LLC Approved 51 <br /> 52 <br />Council Member Rafferty received additional information on Resolution No. 19-61, the 53 <br />request to delay and staff’s intent in requesting an extension. Construction on the project is still 54 <br />anticipated to begin this fall. 55 <br /> 56 <br />FINANCE DEPARTMENT REPORT 57 <br /> 58 <br />There were no reports from the Finance Department. 59 <br /> 60 <br />ADMINISTRATION DEPARTMENT REPORT 61 <br />3A) Consider Approval of Resolution No. 19-60, Amending Joint Powers Agreement for 62 <br />Vadnais Lakes Area Water Management Organization– Administrator Karlson reviewed his 63 <br />written report recommending that the council authorize an amendment to the existing Joint Powers 64 <br />Agreement with VLAWMO, changing insurance language to allow them to obtain coverage through 65 <br />the League of Minnesota Cities, resulting in a savings to the organization. 66 <br />Council Member Stoesz confirmed that any change to the agreement presented herewith (due to 67 <br />consideration of other impacted cities) be brought back to the council. 68 <br />Council Member Rafferty remarked that he serves on the VLAWMO Board and that Lino Lakes 69 <br />actually is a very small part of the area served. 70 <br />Council Member Maher moved to approve Resolution No. 19-60 as presented. Council Member 71 <br />Rafferty seconded the motion. Motion carried on a voice vote. 72 <br />3B) Consider Appointment of Accounts Payable/Payroll Technician- Human Resource 73 <br />Manager Bartholomew reviewed staff’s written recommendation to appoint Yelena Brook (current 74 <br />employee) to this position, vacated by a promotion. Ms. Bartholomew reviewed Ms. Brook’s 75 <br />qualifications and proposed rate of pay. 76 <br />Council Member Maher moved to approve the appointment of Yelena Brook as recommended. 77 <br />Council Member Stoesz seconded the motion. Motion carried on a voice vote. 78 <br />3C) Consider Appointment of Community Service Officer - Human Resource Manager 79 <br />Bartholomew reviewed staff’s written recommendation to appoint Samantha Bergeron to a vacant 80 <br />Community Service Officer position. 81 <br />Mayor Reinert noted that both of the positions are backfill situtions. 82
