CITY COUNCIL <br />AGENDA ITEM 6A <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: June 24, 2019 <br /> <br />TOPIC: Consider Resolution No. 19-77, Approving 1st <br />Amendment to the CDBG and HOME Cooperation <br />Agreement with Anoka County. <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council consideration to approve the 1st Amendment to the Cooperation Agreement <br />with Anoka County for participation in the in the Community Development Block Grant and Home <br />Investment Partnership Program. <br /> <br />BACKGROUND <br /> <br />Since 2001, the City of Lino Lakes has participated in the Anoka County “Urban County” qualification <br />to receive and administer U.S. Housing and Urban Development (HUD) funds. On April 22, 2019 the <br />City Council approved Resolution No. 19-50 agreeing to continue participation in the program for <br />Federal Fiscal years 2020-2022. <br /> <br />As part of the program participation the County has requested City consideration of the 1st Amendment <br />to the Cooperation Agreement, adopted by the City in 2007. The amendment provides administrative <br />updates to the agreement based on current HUD regulations. The amendment provides for the <br />following: <br /> <br />1. Inserts a clause that requires the amendment of cooperation agreements to meet new HUD <br />requirements. Failure to do so will void renewal of three year county qualification period. <br />2. Prohibits the sale or transfer of received funding to another governmental unit in exchange for <br />other funds, credits, or other considerations. <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution No. 19-77, Approving 1st Amendment to the CDBG and <br />HOME Cooperation Agreement with Anoka County. <br /> <br />ATTACHMENTS <br /> <br />1.
